PROPOSITION NO.3 The amendment of Section 4.01(a) of the City Charter to strengthen the residency requirements for the city manager. PROPOSITION NO.4 The addition of Section 6.11 of the City Charter to expressly provide for non-binding ballot propositions at city elections. PROPOSITION NO.5 The amendment of Section 7. 02(4) of the City Charter to provide for appeals of zoning specific use permits to the city council. PROPOSITION NO.6 The amendment of Section 7.03 of the City Charter to provide greater flexibility in applying the city master plan. PROPOSITION NO.7 The amendment of Section 8.02 of the City Charter to require the city council to adopt a budget policy statement by March 31 st each year rather than by June 30th. PROPOSITION NO.8 The addition of Section 12.09 of the City Charter to provide for city officials to hold office until their successors are qualified. SECTION 5. The election precincts for the election will be as those precincts were established in the ordinance adopted by the City Council on January 24,2002. SECTION 6.
