(d) To be eligible for election and continued service as chair of the commission, a <br />commission member must reside in the city. <br /> <br />(d) The council shall establish, by ordinance, the month in which appointments are made, and <br />the month in which terms of office commence. The council may prescribe, by ordinance, <br />educational requirements to be met by persons appointed to the commission. <br /> <br />(e) In making appointments to the commission, council shall seek to ensure broad <br />representation and expertise among the membership. The commission shall establish bylaws <br />to govern rules of procedure and the annual election of officers. All meetings of the <br />commission shall be open to the public. <br /> <br /> SECTION 3. The ballots for the City election will conform to the requirements of the Texas <br />Election Code, and will have the measures described in Section 2 of this Ordinance stated as <br />propositions as follows: <br /> <br />PROPOSITION NO. 1 <br /> <br />FOR/AGAINST <br /> <br />The amendment of Section 3.02(a)(2) of the City Charter to <br />strengthen the residency requirements for members of the city <br />council. <br /> <br />PROPOSITION NO.2 <br /> <br />FOR/AGAINST <br /> <br />The amendment of Section 3.17 of the City Charter to clarify the City <br />officials entitled to due process prior to removal from office. <br /> <br />PROPOSITION NO. 3 <br /> <br />FOR/AGAINST <br /> <br />The amendment of Section 5.03 of the City Charter to revise the time <br />for filing of city council candidate applications for general elections <br />to conform to a change in state law. <br /> <br />PROPOSITION NO. 4 <br /> <br />FOR/AGAINST <br /> <br />The amendment of Section 6.05(a) of the City Charter to revise the <br />time for calling an election after certification of an initiative or <br />referendum petition to conform to a change in state law. <br /> <br />PROPOSITION NO. 5 <br /> <br />FOR/AGAINST <br /> <br />The amendment of Section 6.07 of the City Charter to lengthen the <br />time period a recall petition for a city council member is valid from <br />30 to 45 days. <br /> <br />-5- <br /> <br />Election 2004.wpd <br /> <br /> <br />
