Mayor Craddock introduced for consideration approval of five ap- pointments to the Central Texas Higher Education Authority. Mr. Guerra moved for the reappointments of J. R. Thornton, Frank T. Arredondo, Ofelia Vasquez, Raymond Johnson and John Dorbandt, and Ms. Kissler seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of one appoint- ment to fill the vacancy of Frank Taylor, whose term expires in June, 1984. Mr. Farr moved to appoint Mrs. Bob VanGundy and Mr. Moore se- conded the motion, which passed unanimously. ~~l~~~ N Mayor Craddock introduced for consideration approval of three appoint- ments to the Reinvestment Zone Number One, City of San Marcos, Texas (JASBA). Mayor Craddock moved to appoint P. C. Knox, Gene Majors and Elida Mendez and Ms. Kissler seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Guerra, Craddock, Kissler and Moore; NAY: None; AND ABSTAIN: KreCZJ.œL Two rrembers will serve 2-year tenns and one rœrnber will serve a one-year term, which by consensus of the Council it was decided the rœmber 'WOuld draw lots for their terms. The Boa.rd will be comprised of the following rœrnbers: P. C. Knox - City Council appointment Gene Majors - City Council appointment Elida Mendez - City Council appointment Ralph Gonzales - Hays County Commissioners appointment Craig Payne - Hays County Commissioners appointment Marcos Hernandez - SMCISD appointment Kent Morrison - SMCISD appointment. Mayor Craddock moved P. C. Knox serve as Chairman of the Board and Ms. Kissler seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Guerra, Craddock, Kissler, Moore. NAY: None. ABSTAIN: Kreczmer. Mayor Craddock introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 29-120 OF ARTICLE V ENTITLED "TRAFFIC CONTROL DEVICES" OF CHAPTER 29 OF THE CODE OF ORDINANCES OF SAID CITY TO DESIGNATE CER- TAIN LANES OF TRAFFIC FOR RIGHT AND LEFT TURNS ONLY; DESIGNATING THREE ADDITIONAL LANES OF TRAFFIC FOR RIGHT OR LEFT TURNS ONLY; AND DECLARING AN EFFECTIVE DATE. Mr. Brown moved for approval of the Ordinance on first reading and Ms. Kissler seconded the motion, which passed unanimously.
