5. Receive a Staff presentation and hold discussion regarding the draft Youth Master Plan, <br />and provide direction to staff. <br />Gage Sears, Co -Chair for the Youth Master Plan, provided the Council with a presentation on the <br />Youth Master Plan. <br />6. Hold discussion regarding the charge to the Comprehensive Plan Oversight Committee, <br />and provide direction to Staff. <br />Matthew Lewis, Director of Planning and Development Services, provided a brief presentation. <br />Following discussion the Council reached consensus to set a time limit of 30 days to allow for <br />public input on items being considered by the Committee. It had been previously determined <br />that this members of the Committee would be selected by Council and consist of seven members. <br />7. Invocation <br />Clay Chip Smith of the San Marcos Masjid provided the invocation. <br />8. Pledges of Allegiance - United States and Texas <br />Council Member Jude Prather led the Pledges. <br />9. 30 Minute Citizen Comment Period <br />Kate Shaw, President of PALS, addressed the Council regarding their Budget request of an <br />additional amount of $10,000 to fund their spay /neuter program. She continued to inform the <br />Council of the program and benefits of fixing pets. <br />Linda Coker, San Marcos Library Board President, addressed the Council and spoke in support <br />of Item #15 and asked that the Council approve this item. She continued by stating supporting <br />statements of the renovation of the library, and how this expansion would allow for much needed <br />space in several program areas. <br />Sam Huenergardt, CEO CTMC, addressed the Council regarding the hard work that Council <br />Member Porterfield and Stephanie Reyes have done on the Youth Master Plan and asked for the <br />Council's support in its adoption. Secondly he addressed Item # 37. He stated some of the <br />benefits of having a smoke free business and workforce, and other health related benefits. He <br />asked the Council to consider amending the clean air ordinance to prohibit public smoking. <br />Consent Agenda <br />IO.Consider approval of the August 6, 2013, Regular Meeting Minutes <br />11.Consider approval of Ordinance 2013 -42, on the second of two readings, amending <br />Section 1.5.1.4 (g) of the City's Land Development Code to establish a one-year waiting <br />
