The motion carried unanimously. <br />30.Consider _approval of Ordinance 2013 -47, on the first of two readings, designating a No <br />Parking Tow -Away Zone at all times on both sides of the 100 to 400 Blocks of Hughson <br />Drive (from Old Ranch Road 12 to Craddock Avenue) and amending the Traffic <br />Register maintained under Section 82.067 of the San Marcos City Code to reflect such <br />designation, and including procedural provisions <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Prather, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance 2013- <br />47, on the first of two readings, as previously captioned. The motion carried unanimously. <br />31-Consider approval of Resolution 2013 -123R, awarding a Construction Contract to <br />Capital Excavation Company for the North LBJ Reconstruction Proiect in the bid <br />amount of $6,518,624.91 contingent upon the bidders timely submission of sufficient <br />bonds and insurance in accordance with the City's bid documents for the project; <br />authorizing the City Manager to execute the contract documents on behalf of the City <br />and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Prather, the City Council voted seven (7) for and none (0) opposed, to approve Resolution 2013 - <br />123R, as previously captioned. The motion carried unanimously. <br />32.Consider approval of Resolution 2013 -124R, approving an agreement between the City <br />and Espey Consultants, Inc. d /b /a RPS for the provision of Professional Engineering <br />Services in connection with the Comprehensive Watershed Master Plan in an amount <br />not to exceed $399,860.00 contingent upon the Engineers provision of sufficient <br />insurance in accordance with the attached agreement; authorizing the City Manager or <br />his designee to execute this agreement on behalf of the City; and declaring an effective <br />date. <br />
