24.Reconsider Ordinance 2013 -39, amending the Official Zoning Map of the City by <br />rezoning a 495.23 acre, more or less, tract of land, out of the John H. Yearby Survey, <br />Abstract No 508, commonly known as the Gaslamp Project, located at the Northwest <br />corner of Old Bastrop Highway and Centerpoint Road from FD Future Development <br />District to SC Smartcode District; designating 61.163 acres, more or less, within such <br />tract of land as a Special District for research and light industrial uses; and including <br />procedural provisions. <br />No reconsideration. <br />25.Reconsider Ordinance 2013 -40, amending the Official Zoning Map of the City by <br />rezoninp, 0.50 acres of land, more or less, located at 500 Hull Street and 0.12 acres of <br />land, more or less, located at 520 Hull Street from LI Light Industrial District and HI <br />Heavy Industrial District, respectively, to MU Mixed Use District; including procedural <br />provisions. <br />No reconsideration. <br />26.Reconsider Ordinance 2013 -41, amending the Official Zoning Map of the City by <br />rezoning 1.75 acres of land, more or less, being Lot 5 -B, San Marcos Medpark <br />Subdivision, located at 1902 Medical Parkway, from OP Office Professional District to <br />GC General Commercial District; including procedural provisions. <br />No reconsideration. <br />27.Consider approval of Ordinance 2013 -44, on emergency, ordering a General and Special <br />Election to be held on November 5, 2013 for the purpose of electing City Council <br />Member, Place 1, and City Council Member, Place 2, and to submit proposed <br />amendments to the City Charter to the voters; establishing early voting locations and <br />polling places for this Election; making provisions for conducting the election; declaring <br />an emergency, and providing an effective date. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Porterfield, the City Council voted seven (7) for and none (0) opposed, to approve <br />Ordinance 2013 -44, on emergency, as previously captioned. The motion carried unanimously. <br />28.Consider approval of Ordinance 2013 -45, on the first of two readings, authorizing the <br />assessment and collection of fees for certain services provided by the San Marcos Fire <br />Department at vehicle fires, vehicle collisions, hazardous waste spills and rescue <br />incidents; providing for severability; and providing an effective date. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Scott, MOTION TO AMEND: Upon a motion made by Council Member Becak and a <br />second by Council Member Scott, the City Council voted seven (7) for and none (0) opposed, to <br />amend Section 1, 6 (b) by adding no direct bill to property owner or business owner, and Section <br />
