17.Consider approval of Resolution 2013-121R approving an Interlocal Agreement with <br />Hays County, Texas that authorizes the City to be the sole recipient of any grant funds <br />awarded by the U.S. Department of Justice, Justice Assistance Grant (JAG) Program in <br />the amount of $12,485.00 to fund the purchase of up to 8 rugged laptop computers for <br />the San Marcos Police Department; authorizing the City Manager or his designee to <br />execute the Interlocal Agreement; and declaring effective date <br />18.Consider approval of Resolution 2013 -122R approving the purchase of equipment and <br />materials from Techline Construction LLC in connection with an upgrade to the <br />underrated electric distribution lines from the Ranch Road 12 electric substation in the <br />amount of $175,000 through the City's Material Acquisition Services Agreement with <br />the Lower Colorado River Authority; authorizing the Purchasing Manager to execute <br />the appropriate purchasing documents on behalf of the City; and declaring an effective <br />date. <br />19.Consider approval of a one -time bonus pay in the amount of $7,000.00 to City Manager <br />Jim Nuse effective immediately. <br />20.Consider approval of a base pay increase in the amount of $5,000 to City Clerk Jamie <br />Lee Pettiiohn effective July 30, 2013 <br />21.Consider approval of a three percent (3 %) merit pay increase in the amount of <br />$4,388.80 to City Attorney Michael Cosentino effective July 30, 2013 <br />22.Consider approval of a three percent (3 %) merit pay increase in the amount of <br />$2,454.40 to presiding Municipal Court Judge John Burke effective July 30, 2013 <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Thomason, the City Council voted seven (7) for and none (0) opposed, to approve the <br />consent agenda. The motion carried unanimously. <br />Public Hearing <br />23.7:OOPM Receive a Staff presentation and hold the first of two Public Hearings to receive <br />comments for or against a proposal to increase the City's total tax revenues from <br />properties on the tax roll by 3.2 percent (the percentage by which proposed tax rate <br />exceeds lower of rollback tax rate or effective tax rate calculated under Chapter 26 of <br />the Tax Code). <br />Steve Parker, Assistant City Manager, provided a brief presentation. <br />Mayor Daniel Guerrero opened the public hearing at 7:52 p.m. <br />There being no comments; the public hearing was closed at 7:52 p.m. <br />Non Consent <br />
