<br /> RESPONSIBILIft FOR AFFIlUIATIVE ACTION <br /> CITY COUNCIL <br /> The City Council of San Marcos has the authority to enact an <br /> Affirmative Action Program and direct the City Manager and <br /> Director of Human Resources to implement it. <br /> COMMISSION FOR MINORITIES <br /> The Commission for Minorites is charged with the responsibility of <br /> reviewing and modifying the City I s Affirmative Action Plan as <br /> required on an annual basis. Recommended modifications to the <br /> Affirmative Action Plan will be forwarded to the Mayor & City <br /> Council. Following approval of this Plan by the Mayor and the <br /> Council, the Minorities Commission will continue to review City's <br /> Affirmative Action. <br /> CITY MANAGER <br /> The City Manager will: <br /> 1. Be responsble for the overall administration of the <br /> Affirmative Action Program. <br /> 2. Establish, administer, and provide policy direction for <br /> the plan to insure that equal employment opportunity <br /> exists in each department in all categories. <br /> 3. Provide appropriate direction to management employees to <br /> assure compliance with the Plan. <br /> 4. Administratively support the goals of the plan so that <br /> the employment, training, promotion objectives are met. <br /> DIRECTOR OF HUMAN RESOURCES <br /> The Director of Human Rescoures will serve as the Affirmative <br /> Action Coordinator. The Director of Human Resources shall have <br /> the responsibility to: <br /> 1. Develop policy statements, Affirmative Action Programs, <br /> and internal and external communication programs. <br /> 2. Establish a recruitment program with minority group <br /> communities, handicapped agencies, veteran's groups and <br /> women to develop regular communication channels <br /> which will assure that employment opportunity <br /> information is widely disseminated. Actively encourage <br /> minorities and females to apply for available positions. <br /> 3. Coordinate training efforts to create a positive <br /> atmosphere toward the employment of women and minorities <br /> among City administrators, supervisors, and employees. <br />
