Frank Molina and others. <br /> <br />Mayor Craddock called the meeting to order at 7:30 p.m. <br /> <br />Mayor Craddock introduced for consideration approval of the minutes <br />of the Regular Meeting held October 22, 1984. Mr. Coddington moved <br />for approval and Ms. Kissler seconded the motion, which passed unani- <br />mously. <br /> <br />Mayor Craddock introduced for consideration approval of one appoint- <br />ment to the Historic Preservation Commission to complete the vacancy <br />of Gwen Smith as a citizen of the City interested in the history of <br />San Marcos. Mr. Coddington moved to appoint Mrs. Leon Sowell and Ms. <br />Kissler seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced a report from the Citizens Advisory Committee <br />and the Staff regarding an amendment to the Moratorium Ordinance 1984-70 <br />adopted June 13, 1984. Mr. Robbins stated the Citizens Advisory Com- <br />mittee on October 16, 1984 made the following recommendations to the <br />Council that the Priority Area II moratorium be lifted based on the <br />development of a capital improvement program to correct the identified <br />infrastructure deficiencies there and allowing development in the Bar- <br />bara Drive area that will not adversely impact infrastructure problems <br />or that will mitiqate them. The Committee recommends: (1) the infra- <br />structure problems necessitating a moratorium in this area have been <br />identified; (2) the costs for these improvements have been determined; <br />(3) that water and wastewater improvements in the Priority II area have <br />been funded; (4) that street and drainage improvements will be made on a <br />high priority bases as part of a comprehensive City Capital Improvement <br />Program in the future; (5) that development proposals that cannot be ade- <br />quately served by the infrastructure or that will exacerbate existing <br />problems will not be approved or authorized; therefore, the moratorium <br />in the Priority II area/Barbara Drive area should be lifted; and (6) <br />and that subdivision plats, zoning changes and building permits will <br />not be approved for any new development in the Priority II area that <br />will adversely impact water, wastewater, drainage and street deficiencies <br />in the Priority II area or elsewhere. The determination as to adverse <br />infrastructure impact will be made by the Director of Public Works and <br />the City Engineer. Mr. Coddington expressed concern for the Council <br />acting on the Ordinance as an emergency and preferred three readings. <br />Mr. Gonzalez indicated if three readings were held on the Ordinance <br />rather than adoption by emergency, the Staff could develop standards <br />and present them before third reading and also list the projects the <br />City was aware of in the area. Mr. Hankins wanted adverse impact de- <br />fined in the Ordinance. <br />
