108 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOVEMBER 19, 1984 PRESENT: Mayor Emmie Craddock Council Members * Karl W. Brown Bill Coddington Gerald G. Hankins Director of Public Works George Boeker Director of Env. and Engineering Steve Jenkins Director of Planning Frank Robbins Director of Finance Nora Chavez Also Present: Carolyn Roper, Tess Norris, Earl, Kay and Kacy Williams, Mike Marek, Joe Dobie, Terry Jester, Wayne Moore, Ray Longoria, Ken Kraus, Jim Byrn, Jake Krauskopf, Bob Guerin, Shirley Wickersham, Betty Stansbury, Richard Bean, Gene Bagwell, Vince VandeWalle and others. Mayor Craddock called the meeting to order at 7:30 p.m. Mayor Craddock introduced for consideration approval of the minutes of the Regular Meeting held November 5, 1984. Mr. Farr moved for ap- proval and Mr. Guerra seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of the minutes of the Special Meeting held November 16, 1984. Mr. Coddington moved for approval and Ms. Kissler seconded the motion, which passed unani- mously. Mayor Craddock introduced for consideration approval to fund monies for the new vehicle for the San Marcos Area Food Bank, and approval of source of funding and anount of funding. Mr. Farr moved to table this matter and Mr. Coddington seconded the motion, which passed unani- mously. Mayor Craddock opened a public hearing to consider approval of an Ordin- ance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, BY REPEALING CHAPTER 2 1/2, ALCOHOLIC BEVERAGES, AND AMENDING THE GENERAL ZONING ORDINANCE OF THE CITY OF SAN MARCOS BY AMENDING SEC- TION 30.B.2.; AND ADDING A SECTION 31.B.2. AND 3.; BY DELETING SECTION 31.C.2. AND RENUMBERING THE RE- MAINING SUBSECTIONS IN NUMERICAL ORDER; AND AMEND- ING SECTION 35.H.3. BY DELETING THE PRESENT SECTION AND SUBSTITUTING REGULATIONS PERTAINING TO THE OPERA- TION OF ESTABLISHMENTS WHICH DISPENSE LIQUOR, WINE AND BEER FOR ON-PREMISE CONSUMPTION; PROVIDING A PENALTY FOR VIOLATIONS OF SECTION 35.H.3.; AND ESTABLISHING AN EFFECTIVE DATE. Frank Robbins reviewed the contents of the Ordinance briefly and stated the amendments the Council had made to the Ordinance in the Workshop held November 14 had been made. Mayor Craddock asked if anyone wished to speak in favor of the Ordinance or in opposition to the Ordinance. No one did, so Mayor Craddock closed the public hearing. Mr. Guerra * Mr. Brown was present at 8:35 p.m. ** Mr. Moore left the meeting at 10:15 p.m.
