Hankins <br />Director of Parks and Recreation Rodney Cobb <br /> <br />Also Present: Mike Wagner, Mary Compton, Richard Medina, Juana Bishop, <br />Harvey Matthews and others. <br /> <br />Ms. Kissler called the meeting to order at 7:00 p.m. <br /> <br />Ms. Kissler opened the public hearing to receive public input regarding <br />the construction of a proposed Scout House to be located on 2.57 acres <br />of parkland located in the Castle Forest Subdivision on Bishop Street. <br />Rodney Cobb reviewed with Council his memorandum dated March 12, 1986 <br />which listed proposed responsibilities of the City and Scout Association. <br />Messrs. Farr and Nicola thought the proposed time of 1:00 p.m.-9:00 p.m. <br />Mondays through Fridays should be changed to 2:00 p.m.-9:00 p.m. because <br />if someone was having a noon meeting, there would need to be time in <br />between meetings for clean-up. Ms. Comptom stated she was not willing <br />to change the time from 1:00 to 2:00. Lunelle Anderson said the Parks <br />Board was supportive of the building because the City could utilize the <br />facility, and she was in favor of endorsing fairness to both sides. <br />David Williford asked for a listing of what troops belong to the Scout <br />Association, and Mr. Gonzalez stated the City would find this informa- <br />tion and supply it to the Parks Board. Rodney Cobb continued review <br />of the memorandum of proposed responsibilities. He stated the plans <br />did not include office space for United Way. Richard Medina stated <br />Ken Long wanted to share some expenses of the building in order to <br />have a United Way office at the Scout House. Ms. Compton and Ms. <br />Bishop stated it is not a part of this proposal. Lunelle Anderson <br />stated the Parks Board did not accept a group officing there, such as <br />United Way. Mr. Brown stated it may be unwise for United Way to consider <br />off icing there since they assist in funding the Scout Association. <br />Tom Allen stated he wanted to see the groups move forward with the idea <br />of the Scout House being used by other organizations. Mr. Hankins <br />stated an agreement could state that no subletting or transfer of <br />rights could occur without approval of the City Council. Mr. Brown <br />told Mr. Hankins he thought there should be more specific language <br />regarding storage for the Parks and Recreation Department, and he stated <br />square footage or a percentage figure could be used. David Williford <br />stated he would like the Scout Association to come back before the Parks <br /> <br />* Mayor Craddock, Messrs. Coddington, Guerra, Johnson, Angell and Garcia <br />were not present at this meeting. <br />** Ollie Giles was present at 7:03 p.m. <br />*** Tom Allen was present at 7:04 p.m. <br />
