ORDINANCE NO. 2013 - 63 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS APPROVING A POLICY FOR THE DEVELOPMENT OF <br />COMPLETE STREETS THAT ADEQUATELY ACCOMMODATE ALL <br />USERS; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN <br />EFFECTIVE DATE. <br />RECITALS: <br />1. As described in the City's Comprehensive Plan, Vision San Marcos, a River Runs <br />Through Us, the City of San Marcos aspires to create a connected network of efficient, safe, and <br />convenient multimodal transportation options while protecting the environment. In order to achieve <br />this, Plan Objective TG205 states that the City should "develop and implement a complete streets <br />policy for coordination with other transportation related entities to properly integrate all modes of <br />transportation into the transportation network." <br />2. The goal of a "Complete Streets" policy is to ensure that the design of public rights - <br />of -way adequately accommodate all users, including automobiles, bicycles, pedestrians, public <br />transportation riders, people with various levels of mobility, freight providers, emergency <br />responders, utility providers, and adjacent land users. <br />3. Complete Streets promote economic development by improving accessibility to <br />businesses. <br />4. Policies implementing standards for Complete Streets have been adopted by agencies <br />around the nation, state and region, with local examples such as the Texas Department of <br />Transportation (Context Sensitive Design Manual), Capital Area Metropolitan Planning <br />Organization (CAMPO 2035) and Texas State University (Campus Master Plan 2006- 2015). <br />5. The adoption of a Complete Streets policy promotes and is in the best interest of the <br />public health, safety, and general welfare. <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS.) <br />TEXAS: <br />SECTION 1. The City Council hereby finds the Recitals to be true and correct. <br />SECTION 2. The City Council hereby adopts a policy for the development of Complete <br />Streets (hereinafter, the "Complete Streets Policy ") as set forth below. <br />SECTION 3. Review and Compliance. All relevant departments, boards, and commissions <br />shall make this Complete Streets Policy an integral part of their planning and programming by <br />reviewing plans, guides, regulations, and standard details to comply with this ordinance. <br />
