126 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JULY 29, 1985 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Bill Coddington Gerald G. Mayor Craddock called the meeting to order at 5:00 p.m. Mayor Craddock introduced for consideration the formal submission of the City Manager/Assistant City Manager's proposed budget for the fiscal year '85-'86. The Council received the budget and Mayor Craddock moved the public hearing on the entire budget be set for August 26, 1985 at 7:30 p.m. and directed the City Secretary to publish notice of the public hearing and the budget summary. Mr. Farr seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration receiving the appraisal roll and the effective tax rate. After receiving the appraisal roll and effective tax rate, the Council then determined the tax revenue and rate requirements. Mr. Stone advised the Council the effective tax rate could go as high as 78 cents and not require a public hearing or adver- tisement, as 78 cents would be less than a 3% increase. After determina- tion of the tax revenue and rate requirements, the Council determined a public hearing and direction for publication of notice of a tax increase greater than 3% would not be needed at this time ~.ír. Nicola present at this tiIre Mayor Craddock introduced for consideration approval to confirm the Mayor's three appointments of Council Members to a committee to evaluate the Muni- cipal Court Judges. Mayor Craddock moved to appoint Karl Brown, Fred Guerra and Betty Jane Kissler and Mr. Coddington seconded the motion. On roll call the following vote was recorded: AYE: Coddington, Farr, Craddock, Kissler, Nicola. NAY: None. ABSTAIN: Brown. Mayor Craddock introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: * Mr. Guerra not present at this meeting. ** Mr. Nicola present at 5:39 p.m.
