Call To Order <br />With a quorum present, the regular meeting of the San Marcos City Council was called to order <br />by Mayor Daniel Guerrero at 5:34 p.m. on Tuesday, August 19, 2014 in the City Council <br />Chambers, 630 East Hopkins, San Marcos, Texas 78666. <br />ll. Roll Call <br />Present: 7 - Mayor Daniel Guerrero, Mayor Pro -Tem John Thomaides, Deputy Mayor Pro Tern <br />Wayne Becak, Council Member Ryan Thomason, Council Member Shane Scott, <br />Council Member Jude Prather and Council Member Lisa Prewitt <br />III. PRESENTATIONS <br />Receive an update regarding Capital Area Rural Transportation System (CARTS) and <br />the City of San Marcos 5 Year Strategic Transit Plan, and provide direction to Staff. <br />James Gamez of Nelson- Nygaard Consulting Associates provided the Council with a <br />presentation of the San Marcos 5 Year Strategic Transit Plan. <br />6:00 PM <br />IV. Invocation <br />The invocation was provided by Reverend Ann Koopman of First Lutheran San Marcos. <br />V. Pledges Of Allegiance - United States And Texas <br />Council Member Thomason led the assembly in the Pledges of Allegiance. <br />VI. 30 Minute Citizen Comment Period <br />Anthony Rodriquez, Car to Go, introduced the Council to the Car to Go program. He stated that <br />they have been around Austin for 5 years and have expanded across the US and Europe. They <br />are currently in talks with Texas State and the Outlet Malls for specific parking spots for their <br />vehicles. <br />Jack Fairchild, addressed the Council regarding the recreational uses of the San Marcos River <br />and the negative effects they have on the river related to litter production. He urged the City <br />Council to support the City of New Braunfels in their can ban battle. <br />Reverend Todd Salmi, addressed the Council regarding the importance of our Civic culture, and <br />his concerns about the financial structure of La Cima. He expressed his concern about the <br />complexity of the PID, and is curious why the developer is requesting this unconventional risk <br />City of San Marcos Page 1 <br />
