1 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 25, 1989 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Rick Hernandez Council Members Billy G. J. Hageman, Jenny Kile, Melissa Millecam, Monty Nitchalous, Jerry Romero, Nick Caruso, Ray Berry, Sue Cohen, John Diaz, John Wade, Janace Wade, Jim Gandy, Kelly Franks, Clarence Miller, R. G. Phillips and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration appointment to complete a vacancy on the Zoning Board of Adjustments and Appeals. Mr. Moore moved to appoint Suzanne Rubio to complete the vacancy and Mr. Hernandez seconded the motion, which passed unanimously. Ms. Rubio will serve as Alternate No. 2. Mayor Morris introduced for consideration appointments to a ten-member Blue Ribbon Committee to determine the feasibility and to make recommendations for a Bond Election. Mr. Moore stated he would like the committee to consist &f at least 25 members and have representat~on from all of the community. Ms. Kissler suggested each Council Member appoint three totaling 21 members and two Council Members serve as ex-officio members on the committee. Billy Moore stated the Planning and Zoning Commissions should have at least one ex-officio member from each commission and members representing transit, water and the convention center. Mr. Hart stated someone from the trolley task force should serve on this committee. Billy :Moore and Betty Kissler expressed interest in serving as the Council's representatives on this committee. It was consenSUB of Council the Blue Ribbon Committee be composed of 21 citizens of San Marcos and the surrounding area, 2 Council Members (Moore and Kissler), 1 from Planning Commission, 1 from Zoning Commission. 1 representative for the City's water needs, 1 representative for a transit system, 1 representative for a convention center. (All members will serve as voting members except the City Council Members. See reconsideration on Page 8 of these minutes). Mr. Moore moved to appoint James E. Scott as one of his appointments to the Blue Ribbon Committee and Mr. Plummer seconded the motion, which passed unanimously. Mayor Morris moved to appoint Terry Jester as one of her appointments to the Blue Ribbon Committee and Mr. Plummer seconded the motion, which passed unanimously. Mayor Morris introduced for consideration appointments to a temporary committee, City/County Task Force, to make recommnedations regarding the feasibility of a Convention Center with the City appointing three members and the County appointing three members. Mayor Morris stated she wants SWT to have representation on this committee also, because they hold many conferences annually and stated she would suggest to Judge Don * Mr. Guerra present at 7:56 p.m.
