Womack <br /> Legal Counsel Phil Steven Kosub <br /> Director of Finance Donna Farley <br /> Director of Public Works George Boeker <br /> Director of Parks and Recreation Rodney Cobb <br /> Director of Airport Jack Doughty <br />Also Present: Terry Ewald, Richard Dotson, Henry Krause, Patty <br />Wenk, Rachel Vasquez, Mary Cauble, Jane Hughson, B. J. Hageman, <br />Jenny Kile, Melissa Millecam, Monty Nitchalous, Jerry Romero, <br />Nick Caruso, Ray Berry, Sue Cohen, John Diaz, John Wade, Janace <br />Wade, Jim Gandy, Kelly Franks, Clarence Miller, R. G. Phillips <br />and others. <br />Mayor Morris called the meeting to order at 7:30 p.m. <br />Mayor Morris introduced for consideration appointment to complete <br />a vacancy on the Zoning Board of Adjustments and Appeals. Mr. <br />Moore moved to appoint Suzanne Rubio to complete the vacancy and <br />Mr. Hernandez seconded the motion, which passed unanimously. Ms. <br />Rubio will serve as Alternate No. 2. <br />Mayor Morris introduced for consideration appointments to a <br />ten-member Blue Ribbon Committee to determine the feasibility and <br />to make recommendations for a Bond Election. Mr. Moore stated he <br />would like the committee to consist &f at least 25 members and <br />have representat~on from all of the community. Ms. Kissler <br />suggested each Council Member appoint three totaling 21 members <br />and two Council Members serve as ex-officio members on the <br />committee. Billy Moore stated the Planning and Zoning <br />Commissions should have at least one ex-officio member from each <br />commission and members representing transit, water and the <br />convention center. Mr. Hart stated someone from the trolley task <br />force should serve on this committee. Billy :Moore and Betty <br />Kissler expressed interest in serving as the Council's <br />representatives on this committee. It was consenSUB of Council <br />the Blue Ribbon Committee be composed of 21 citizens of San <br />Marcos and the surrounding area, 2 Council Members (Moore and <br />Kissler), 1 from Planning Commission, 1 from Zoning Commission. 1 <br />representative for the City's water needs, 1 representative for a <br />transit system, 1 representative for a convention center. (All <br />members will serve as voting members except the City Council <br />Members. See reconsideration on Page 8 of these minutes). Mr. <br />Moore moved to appoint James E. Scott as one of his appointments <br />to the Blue Ribbon Committee and Mr. Plummer seconded the motion, <br />which passed unanimously. Mayor Morris moved to appoint Terry <br />Jester as one of her appointments to the Blue Ribbon Committee <br />and Mr. Plummer seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration appointments to a <br />temporary committee, City/County Task Force, to make <br />recommnedations regarding the feasibility of a Convention Center <br />with the City appointing three members and the County appointing <br />three members. Mayor Morris stated she wants SWT to have <br />representation on this committee also, because they hold many <br />conferences annually and stated she would suggest to Judge Don <br />* Mr. Guerra present at 7:56 p.m. <br />
