60 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, OCTOBER 23, 1989 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tern Rick Hernandez Council Members Billy G. Womack City Attorney Mark Taylor Director of Finance Donna Farley Director of Parks and Recreation Rodney Cobb Director of Env. and Engineering Steve Jenkins Director of Public Works George Boeker Director of Planning Mary Martinez Also Present: Patty Wenk, Richard Dotson, Bill Coddington, Don Dibble, Fred Sanderson, Diane Sand, Melissa Millecam, Jane Hughson, Jesse Estrada, Richard Medina, Britt Meyers, Bryan Bowman, Jim Gandy, Mary Cauble, Eddie Ortega, Jenny Kile, Denise Ward, David Bergen, Mike Baum, Kelly Franks, Ken Jenkins, Dwayne Grotenhuis, R. G. Phillips, Nick Caruso and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of two appointments to the Planning Commi~sion, one vacancy and one full term. Mr. Hernandez moved to appoint George Contreras and Mr. Hart moved to appoint Mike Davis. The Council then voted unanimous approval of the two appointments. Mayor Morris introduced for consideration approval of an appointment to the Blue Ribbon Bond Committee (Temporary). Mr. Hernandez moved to appoint Angie Serna as the representative from the Hispanic Chamber of Commerce. The Council voted unanimous approval of the appointment. Mayor Morris introduced for consideration three appointments to the Public Transportation Committee (Ad Hoc Steering Committee to Study Feasibility of Transportation System) (Temporary). Mr. Guerra moved to appoint Clint Swindall, Ms. Kissler moved to appoint John Polk and Mr. Plummer moved to appoint Richard Zeni. The Council voted unanimous approval of the appointments. Mayor Morris introduced for consideration approval of an appointment to the Tourist Development Council. Mr. Guerra moved to appoint Ivar Gunnarson. The Council voted unanimous approval of the appointment. Mayor Morris stated the appointment by the City Manager to the Civil Service Commission would be made November 13, 1989. Mayor Morris introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, GRANTING TO THE SAN MARCOS BREAKFAST LIONS CLUB A FRANCHISE TO OPERATE AND MAINTAIN A TAXI SERVICE WITHIN THE CORPORATE LIMITS OF THE CITY FOR THE PURPOSE OF TRANSPORTING PERSONS USING INNERTUBES TO AND FROM THE SAN MARCOS RIVER; PRESCRIBING THE TERMS, CONDITIONS, OBLIGATIONS AND LIMITATIONS UPON WHICH THE FRANCHISE SHALL BE EXERCISED AND SETTING AN EFFECTIVE DATE.
