Mayor Morris called the meeting to order at 6:30 p.m. Mayor Morris introduced for consideration approvalçof an Ordinance on emergency, the caption which was read was follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SETTING FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 1988 AND ENDING ON SEPTEMBER 30, 1989, AND APPROPRIATING MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE; APPROPRIATING MONEY TO PAY INTEREST AND PRINCIPAL SINKING FUND REQUIREMENTS ON ALL INDEBTEDNESS; PROVIDING A SAVINGS CLAUSE FOR THE REPEAL OF ALL ORDINANCES AND APPROPRIATIONS IN CONFLICT WITH THE PROVISION OF THIS ORDINANCE; AUTHORIZING LINE ITEM ADJUSTMENTS WITHIN DEPARTMENT ACCOUNTS WITH THE APPROVAL OF THE CITY MANAGER, AND DECLARING AN EMERGENCY. Mr. Moore moved for approval of the Ordinance on emergency and Mr. Guerra seconded the motion. Mayor Morris then introduced a letter received from the San Marcos Touriat Development Council requesting $18,000 in interest income. Mayor Morris requested that the Ms. Farley, Director of Finance, explain the allocation break down of the funds appropriated. Ms. Farley provided the Council with several revised sheets of the 1988-89 budget. On page 71 of this handout, it shows that $6,738 was appropriated to be set aside for the Convention Center. Mr. Moore stated that he fel t it was necessary for the City to continue its good faith effort regarding the convention center account. Mayor Morris advised that the City had shown a good faith effort to the Tourist Development Council by increasing their original request by 2 sevenths. Mr. Guerra moved that these funds be transferred to the Tourist Development Council to be placed in their media account. Motion was seconded by Mr. Plummer.
