65 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOVEMBER 28, 1988 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tern Council Members Fred Guerra Billy G. Hankins Donna Farley Eddie Ortega Steve Jenkins George Boeker Also Present: Patty Wenk, Richard Dotson, Dan Gibson, David Williford, Jane Wilson, Nina Pryatel, George VonderLippe, Joe Cox, W. W. McElroy, John Wade, Janace Wade, Melissa Millecam, Ramona Brown, Nick Caruso and others. Mayor Morris called the meeting to order at 7:40 p.m. Mayor Morris introduced for consideration approval of one appointment to the Commission for Minorities to complete a vacancy. Mayor Morris moved to appoint Mike Hendon (resides within ETJ of City) and Mr. Hernandez seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to the Plumbing Board of Adjustments and Appeals to complete a vacancy. Mr. Plummer moved to appoint C. E. Rusty O'Bryant and Mr. Hernandez seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of one appointment to the Commission for Women to complete a vacancy. Mr. Plummer moved to appoint Francile Blue and Mr. Guerra seconded the motion, which passed unanimously. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING AN ORDINANCE ENTITLED "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE ISSUANCE AND SALE OF CITY OF SAN MARCOS, TEXAS, WATERWORKS AND SEWER SYSTEM REVENUE BONDS, SERIES 1988-A, IN THE AGGREGATE PRINCIPAL AMOUNT OF $2,660,000, PRESCRIBING THE FORM OF SAID BONDS; PROVIDING FOR THE SECURITY FOR AND PAYMENT OF SAID BONDS; AWARDING THE SALE THEREOF; APPROVING THE OFFICIAL STATEMENT; ENACTING OTHER PROVISIONS RELATING TO THE SUBJECT; AND DECLARING AN EMERGENCY" TO PROVIDE FOR CERTAIN FUNDS TO BE ACCUMULATED AND MAINTAINED AS SECURITY FOR SAID BONDS; CONTAINING OTHER PROVISIONS RELATING THERETO; AND DECLARING AN EMERGENCY. Mr. Hernandez moved for adoption of the Ordinance on emergency and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows:
