Call To Order <br />With a quorum present, the workshop of the San Marcos City Council was called to order by <br />Mayor Daniel Guerrero at 12:06 p.m. Friday, January 16, 2015 in the City Council Chambers, 630 <br />East Hopkins, San Marcos, Texas 78666. <br />II. Roll Call <br />Mayor Guerrero departed at approximately 12:37 p.m. to abstain to avoid the appearance of <br />impropriety on Item #2, as well as, Items #6 & 13 on the January 20, 2015 agenda. An affidavit <br />was filed with the City Clerk's Office prior to the meeting. <br />Present: 5 - Mayor Daniel Guerrero, Council Member John Thomaides, Mayor Pro -Tem Jude <br />Prather, Council Member Lisa Prewitt and Council Member Jane Hughson <br />Absent: 2 - Council Member Ryan Thomason and Deputy Mayor Pro Tem Shane Scott <br />Consider Staff briefing and Council Member discussion and questions regarding items on the <br />agenda for January 20, 2015 Regular City Council Meeting, to wit Items (1 -15). <br />PRESENTATIONS <br />1. Staff presentation regarding Taxi Cab Rates of Fare regulated by Ordinance and potentially <br />regulating by Ordinance Transportation Networking Companies, such as Uber and Lyft. <br />2. Staff presentation and hold discussion regarding the 2014 Wastewater Master Plan. <br />CONSENT AGENDA <br />3. January 6, 2015, Regular Meeting Minutes <br />4. Ordinance 2015 -01, on the second of two readings, amending Chapter 74 of the San <br />Marcos City Code by adding a new Article 6 that establishes procedures and criteria for the <br />granting of revocable licenses for Sidewalk Cafes, Parklets, and similar special uses of Public <br />Rights -Of -Way; providing a savings clause; providing for the repeal of any conflicting <br />provisions. <br />5. Resolution 2015 -05R approving an Interlocal Cooperation Contract with the Edwards <br />Aquifer Authority and Texas State University for the expansion of the City Of San Marcos' <br />Reclaimed Water System; authorizing the City Manager or his designee to execute the <br />agreement on behalf of the City; and declaring effective date. <br />City of San Marcos Page 1 <br />
