190 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUGUST 10,1987 PRESENT: Mayor J. E. Younger Mayor Pro-Tern Council Members Gerald G. Farr Karl W. Brown Fred Guerra Rick Hernandez Betty Jane Kissler * William C. Nicola City Manager City Secretary City Attorney Assistant City Manager Director of Planning Director of Env. and Engineering Director of Finance A. C. Hankins Gilley Robbins Jenkins Farley Also Present: Melissa Millecam, Mark Hendricks, Rick Fisher, Monty Nitchalas, Nick Caruson, Ben Ford, Dan Nelson, Jane Hughson, Grady Early, Jim Gandy, Jeff Hill, Cindy Rodriguez, .Bill Newman and others. Mayor Younger called the meeting to order at 7:30 p.m. Mayor Younger moved Item 7 to this point on the Agenda. Mayor Younger asked if there were any more bids to be received. There were no more bids received, so Mayor Younger closed the receiving of bids. Monty Nitchalas of First Southwest Company read into the record the six bids received on the sale of the City's $1,170,000.00 Waterworks and Sewer System Revenue Bonds, Series 1987; five bids received on the sale of the City's $200,000.00 Combination Tax and Revenue Certificates of Obligation, Series 1987; and five bids received on the sale of the City's $500,000.00 General Obligation Bonds, Series, 1987. Mr. Nitchalas stated that they would verify the calculation of rates and return to the Council Chambers after doing so. The Council then returned to Item 3 on the agenda. Mayor Younger introduced for consideration approval of the minutes of the Regular Meeting held July 27,1987. Mr. Guerra moved for approval of the minutes and Mr. Hernandez seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of the minutes of the Speciàl Meeting held at 7;20 p.m. on August 5, 1987. Mr. Guerra moved for approval of the minutes and Mayor Younger seconded the mo- tion. On roll call the following vote was recorded: AYE: Farr, Guerra, Younger. NAY: None. ABSTAIN: Brown, Hernandez, Kissler. The minutes were not approved for a lack of four votes and will be rescheduled for approval at the August 24, 1987 Council Meeting. Mayor Younger introduced for consideration approval of the minutes of the Special Meeting held at 7:30 p.m. on August 5, 1987. Mayor Younger moved for approval and Ms. Kissler seconded the motion. On roll call the following vote was recorded: * Mr. Nicola was not present at this meeting.
