Hopkins - Special Meeting <br />630 East Hopkins <br />San Marcos, TX 78666 <br />City Council Chambers <br />With a quorum present, the special meeting of the San Marcos City Council was called to order <br />by Mayor Pro Tem Prather at 12:07 p.m. Friday, February 27, 2015 in the City Council Chambers, <br />630 E. Hopkins, San Marcos, Texas 78666. <br />Il. Roll Call <br />Mayor Daniel Guerrero was absent due to business travel and Council Member Thomason <br />arrived after roll call at 12:08 p.m. <br />Present: 6 - Council Member John Thomaides, Council Member Ryan Thomason, Deputy <br />Mayor Pro Tem Shane Scott, Mayor Pro -Tem Jude Prather, Council Member Lisa <br />Prewitt and Council Member Jane Hughson <br />Absent: 1 - Mayor Daniel Guerrero <br />Consider approval of Resolution 2015 -20R, approving an Interlocal agreement and <br />memorandum of understanding with Hays County that provides for the City to acquire <br />from the County approximately 33.33 acres of land out of the Wildenthal Tract at a <br />price of $500,000.00 for expansion of the Purgatory Creek Natural Area; authorizing <br />the City Manager to execute said agreement on behalf of the City; and declaring an <br />effective date. <br />A motion was made by Council Member Thomaides, seconded by Council Member Prewitt, that <br />Resolution 2015 -20R be approved. Mayor Pro Tem Prather and Council Member Hughson <br />abstained to avoid the appearance of impropriety. The motion carried by the following vote: <br />For: 4 - Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tem <br />Scott and Council Member Prewitt <br />Against: 0 <br />Absent: 1 - Mayor Guerrero <br />Abstain: 2 - Mayor Pro -Tem Prather and Council Member Hughson <br />2. Receive a Staff presentation and hold discussion regarding priority needs for the 2015 -2019 <br />CDBG Consolidated Plan, possible changes to the program /project award process, funding <br />priorities, limitations, and project suggestions for 2015 Action Plan, and possible changes to <br />the Citizens Participation Plan, and provide staff direction. <br />Janis Hendrix, Communities Initiative Program Administrator, provided a presentation regarding <br />the priority needs for the 215 -2019 CDBG Consolidated Plan to Council. Council provided <br />direction to keep the current priority needs, to have the Human Services Advisory Board review <br />City of San Marcos Page 1 <br />
