43 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 13, 1993 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Bill Plummer Council Members Billy G. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced the la-minute citizen comment period with the City Council. Nina Wright and Sylvia Owens of Partnership for a Drug-Free San Marcos were opposed to changing to allow drinking in San Marcos until 2:00 a.m. They felt it was not a good message to send to our community. Mayor Morris introduced for consideration approval of one appointment to complete a vacancy on the Convention/Recreation Facility Task Force. Mr. Mooney moved to appoint Sonia Villalpando, which passed unanimously. Mayor Morris introduced for consideration approval of one appointment to complete a vacancy on the Electrical Board. The member must be a master electrician who received a license in San Marcos. No nominations were received, and it will be rescheduled. Mayor Morris introduced for consideration approval of one appointment to complete a vacancy on the Zoning Commission. Mr. Moore moved to appoint Kyev Tatum. Mr. Tatum currently serves on the civil Service Commission and stated in the meeting he was officially resigning from that Commission if appointed to the Zoning Commission. The Council voted unanimously for approval of Mr. Tatum. Mayor Morris introduced for consideration approval of one appointment to the San Marcos Electric utility Board. Mayor Morris moved to appoint Betty Jane Kissler and Mr. Moore moved to reappoint J. E. Younger. On roll call the following vote was recorded: KISSLER: Mooney, Morris, Plummer. YOUNGER: Moore, Cox. ABSTAIN: None. Neither nomination received four votes and will be reconsidered when all the City Council Members are present later in this meeting (see page 3). * Mr. Hart present at 7:52 p.m. and Mr. Guerra present at 8:23 p.m.
