<br /> ON SEPTEMBER 30, 1981; APPROPRIATING MONEY TO
<br /> PAY INTEREST AND PRINCIPAL SINKING FUND REQUIRE-
<br /> MENTS ON ALL OUTSTANDING INDEBTEDNESS; PROVIDING
<br /> A SAVINGS CLAUSE FOR THE REPEAL OF ALL ORDINANCES
<br /> AND APPROPRIATIONS IN CONFLICT WITH THE PROVISIONS
<br /> OF THIS ORDINANCE AND DECLARING AN EMERGENCY.

<br />WHEREAS, section 8.06 of the Charter of the City of San
<br />Marcos, Texas, provides that the city council of said city shall
<br />set a time and place of public hearing on the budget for the city
<br />and shall cause notice of said hearing and a summary of said
<br />budget to be published in one or more newspapers of general
<br />circulation in said city; and,
<br />WHEREAS, the city council of said city, at its meeting of
<br />August 3, 1981, set the date of said hearing and directed that
<br />said notice and budget summary be published; and,
<br />WHEREAS, said notice and budget summary were published in at
<br />least one newspaper of general circulation in said city on August
<br />7, 1981, a date at least ten (10) days prior to the date set for
<br />the public hearing on the budget for said city for the fiscal
<br />year beginning October 1, 1981, and ending September 30, 1982; and,
<br />WHEREAS, said public hearing on said budget was held on
<br />August 17, 1981, a time at which all interested persons were
<br />given an opportunity to be heard for or against any item or the
<br />amount of any item contained in said budget; and,
<br />WHEREAS, at least fourteen (14) days have elapsed since said
<br />public hearing on said budget; now, therefore,
<br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS:
<br />SECTION 1. That the appropriation for the ensuing fiscal
<br />year beginning October 1, 1981, and ending September 30, 1982,
<br />for the different administrative units and purposes of the City
<br />of San Marcos, Texas, be fixed and determined in accordance with
<br />the expenditures shown in The City of San Marcos Program and
<br />Budget 1981-1982, a copy of which shall be filed with the person
<br />performing the duties of city secretary and which is incorporated
<br />herein for all intents and purposes, and that said budget be, and
<br />the same is hereby, finally approved and adopted.
<br />SECTION 2. That the budget of the City of San Marcos, Texas,
<br />for the fiscal year beginning on October 1, 1980, and ending on
<br />September 30, 1981, as shown therein in words and figures be, and
<br />is hereby, revised and amended to show the words and figures
<br />indicated as revised 1980-1981, in the budget for the fiscal year
<br />beginning on October 1, 1981, and ending on September 30, 1982.
<br />SECTION 3. That the distribution and division of the above
<br />named appropriations be made in accordance with the budget of
<br />expenditures submitted by the city manager and revised by the
<br />city council in accordance with the provisions of the city charter
