Monday, November 2, 2015 5:00 PM City Council Chambers <br />630 E. Hopkins - Emergency Meeting <br />I. Call To Order <br />With a quorum present, the emergency meeting of the San Marcos City <br />Council was called to order by Mayor Guerrero at 5:04 p.m. Monday, <br />November 2, 2015 in the City Council Chambers, 630 E. Hopkins, San Marcos, <br />Texas 78666. <br />II. Roll Call <br />Present: 5- Mayor Daniel Guerrero, Mayor Pro -Tem John Thomaides, Council Member Jude <br />Prather, Deputy Mayor Pro Tern Lisa Prewitt and Council Member Jane Hughson <br />1. Approve Resolution 2015 -155R, under the authority of Section 418.108 of the Texas <br />Government Code, declaring and extending a local state of disaster in the City of San <br />Marcos, Texas due to recent historic flooding. <br />A motion was made by Mayor Guerrero, seconded by Deputy Mayor Pro Tem <br />Scott, to approve Resolution 2015 -155R with the correction to Part 3 stating <br />that the declaration will remain in effect until June 21, 2016. Staff will contact <br />The Woods Apartments regarding notification of their residents in the event of <br />another flood or natural disaster. Staff will provide the locations of the <br />outdoor warning sirens and which ones were damaged during the event. Staff <br />will provided the feasibility of placing an outdoor warning siren in the Blanco <br />Gardens neighborhood. Staff will provide the reverse 911 call long. Staff will <br />provide information regarding whether or not multifamily complexes notify <br />residents if they live or the parking lot is in the floodplain. Council suggested <br />that signage notifying individuals when they are entering a flood zone be <br />posted. Staff will provide regular detailed updates. The motion carried by the <br />following vote: <br />For: 6 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Scott, Council Member Prather, <br />Deputy Mayor Pro Tern Prewitt and Council Member Hughson <br />Against: 0 <br />Absent: 1 - Thomason <br />III.
