<br />Mayor Morris called the meeting to order at 7:30 p.m.
<br />
<br />Mayor Morris introduced the Citizen comment period. Mike Dishman,
<br />owner of the Tap Room, asked the Council to consider extended hours
<br />for the sale of alcohol in San Marcos (to 2:00 a.m.), He advised
<br />the Council citizens seeking entertainment were driving to Austin,
<br />so this becomes a safety issue. He stated there is also an economic
<br />consideration, as San Marcos continues to lose revenues because of
<br />the lack of entertainment hours offered. He wants the Council to
<br />consider agendizing this issue. Kenneth Manning, owner of the Draft
<br />Choice, agrees with the comments made by Mr. Dishman. He stated the
<br />extended hours for the sale of alcohol would increase sales tax in
<br />San Marcos by 30%. It affects his business, because many sports
<br />events on the West Coast begin at 9:30 or 10:00 p.m" and his
<br />patrons have to leave his business before the games are over. Ed
<br />Tarbutton, Betty Starling and Rick Travis signed up to speak, but
<br />stated they did not wish to speak.

<br />Mayor Morris introduced receiving of an Annual Report from the Parks
<br />and Recreation Advisory Board. Nina pryatel, Chair of the Board,
<br />reviewed with Council the activities of the Parks Programs and
<br />Staff's involvement in board activities. Mrs. pryatel spoke highly
<br />of the Parks' Staff and advised the Council the Sunset Advisory
<br />Commission had recommended this report be given annually to the
<br />Council.

<br />Mayor Morris introduced for consideration approval of two
<br />appointments to the Human Development Commission. Mr. Moore
<br />moved for the appointment of Frank Arredondo on behalf of Robert
<br />MeeIle-y-wfle-w as-B.0&-E>EeS en&-a-&-E-b-i-s-me e&.-i-B.§--¡--w b-i-eb-E> ass e EÌ
<br />unanimously. (See minutes of January 8, 1996. Mr. Arredondo is not
<br />eligible for appointment, because the Board can only have one ETJ
<br />resident, and Mr. Moore has already appointed Eugene Rios, who
<br />resides outside the City limits). Mr. Guerra's appointment will be
<br />rescheduled for January 8, 1996.
