Mike Dishman,
owner of the Tap Room, asked the Council to consider extended hours
for the sale of alcohol in San Marcos (to 2:00 a.m.), He advised
the Council citizens seeking entertainment were driving to Austin,
so this becomes a safety issue. He stated there is also an economic
consideration, as San Marcos continues to lose revenues because of
the lack of entertainment hours offered. He wants the Council to
consider agendizing this issue. Kenneth Manning, owner of the Draft
Choice, agrees with the comments made by Mr. Dishman. He stated the
extended hours for the sale of alcohol would increase sales tax in
San Marcos by 30%. It affects his business, because many sports
events on the West Coast begin at 9:30 or 10:00 p.m" and his
patrons have to leave his business before the games are over. Ed
Tarbutton, Betty Starling and Rick Travis signed up to speak, but
stated they did not wish to speak.

Mayor Morris introduced receiving of an Annual Report from the Parks
and Recreation Advisory Board. Nina pryatel, Chair of the Board,
reviewed with Council the activities of the Parks Programs and
Staff's involvement in board activities. Mrs. pryatel spoke highly
of the Parks' Staff and advised the Council the Sunset Advisory
Commission had recommended this report be given annually to the
Council.

Mayor Morris introduced for consideration approval of two
appointments to the Human Development Commission. (See minutes of January 8, 1996. Mr. Guerra's appointment will be
rescheduled for January 8, 1996.

* Mr. Mooney not present at this meeting.
