(1) Alexander Thomas expressed concern of drainage <br />into the river degrading the quality of the river, and in the next <br />several years we will pollute the river more than ever before. He <br />is gathering and writing river stories. His students have stated <br />San Marcos' most important resources are the river and the outlet <br />mall. He requested the city apply for the most stringent permit and <br />requested the City protect the river. (2) Keith Sandlin stated he <br />has faith the city will choose the best system. He wants the <br />community's help to know all the issues and wants an analyses of the <br />three systems (10/15, 5/5/2/1/, and 0 discharge) for his review. He <br />stated there will be future increased load demands from Gary and <br />general population increase and wants the technical aspects compared <br />with other systems, such as Cibolo Creek. (3) Ernest cummings <br />stated he wants to know what the city's intentions are regarding the <br />dam in connection with Cummings Lake and wants to be kept informed <br />of the City's intentions for change along the river and regarding <br />strip annexation. <br />Mr. Guerra introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING THE ISSUANCE OF A CERTIFICATE OF PUBLIC <br /> CONVENIENCE AND NECESSITY TO CLAUDIA MARLOWE D/B/A/ CHRISTOPHER <br /> CAB COMPANY FOR THE PROVISION OF TAXICAB SERVICES IN SAN <br /> MARCOS; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Guerra opened the public hearing and asked if anyone wished to <br />speak. Claudia Marlowe stated she was present to answer any <br />questions. No one else wished to speak, so Mr. Guerra closed the <br />public hearing. Mr. Cox moved for adoption of the Resolution and <br />Mr. Hernandez seconded the motion. Mr. Taylor advised when the <br />* Mayor Morris not present; Mr. Hart present 7:35 p.m. and Mr. Moore <br />present at 7:53 p.m. <br />
