Ron Jager indicated he is supportive of the - <br />restoration of the Old Christian Church. Petitions bearing <br />approximately 600 signatures were presented in support of the <br />restoration with a proposal for day care in a portion of the <br />building. Marie Jager provided the Council with the petitions and <br />~ stated with the signatures was the hope of the restoration. <br /> <br />Mayor Morris introduced a public hearing and discussion for the <br />possible establishment of a municipal drainage utility system and <br />direction to Staff. Mayor Morris opened the public hearing. Ollie <br />Giles, Chair of the Greater San Marcos Neighborhood Association, <br />asked what the increase will be for all the utilities proposed. Mr. <br />Gilley is preparing the information and will bring it before the <br />Council in December. The information from the surveys that will be <br />distributed by the Neighborhood Association will come to the <br />Council, and the information will be received prior to the Joint <br />City/Neighborhood Association Meeting scheduled in February. The <br />Association is concerned with the rising costs and hopes the City <br />can apply for some grant funding to reduce the burden on the <br />citizens (Mr. Guerra present at this time - 7:58 p.m.). Mr. Cox <br />stated the ballot in 1990 included the Drainage Master Plan and <br />drainage issues in the community. Leland Wilson asked how many <br />other cities have this program. The city has contacted fourteen <br />¡ other cities with this program. Mr. Wilson asked if this should be <br />1 called a tax and the purpose of establishing this utility. Mr. <br />, Wilson was advised the purpose of establishing the program is to <br />have all participate in the burden of expense to correct the <br />drainage problem, and that it is not a tax. Bill Haney asked who <br />would supervise this operation, and Mr. Gilley advised potentially <br />it could be governed as a utility of the City, and possibly in an <br />existing department of the city. No one else wished to speak at the <br />public hearing, so Mayor Morris closed the public hearing. Mr. <br />Guerra asked for the listing of cities contacted be provided to the <br />Council, as he felt it would be informative. Mr. Cox stated at one <br />of the four public hearings our consultant discussed costs in depth. <br />Mr. Moore stated he would be in favor of the voters deciding this <br />issue and for Staff to continue compiling data, and did not feel the <br /> <br />* Mr. Hernandez present at 7:31 p.m.-Mr. Guerra present at 7:58 p.m. <br />
