108 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MARCH 7, 1994 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem * Bill Plummer Council Members Billy G. Mayor Morris called the meeting to order at 7:30 p.m. . Mayor Morris introduced the citizen comment period with the city , . Council. No one signed up to speak'during this period. Mayor Morris introduced for consideration approval of an appointment to complete a vacancy on the San Marcos Electrical Board. Mayor Morris moved to appoint David Ellison, Master Electrician, and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to the Master Plan citizen Advisory Committee (Temporary). Mr. Guerra stated he had appointed Mark Boucher at the last meeting and wished to replace that appointment with Leelan Brigman. It was consensus of Council to leave Mark Boucher on this Committee and allow Mr. Guerra to make his appointment also. Mr. Guerra moved to appoint Leelan Brigman, which passed unanimously. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE TO PROVIDE FUNDING FOR THE CLOVIS BARKER WATERLINE EXTENSION PROJECT; AND DECLARING AN EMERGENCY. ¡ Mr. Cox moved for adoption of the Ordinance on emergency and Mr. : Hart seconded the motion. On roll call the following vote was ! recorded: AYE: Moore, Mooney, Hart, Guerra, Cox. NAY: None. ABSTAIN: Morris (to avoid any conflict of interest as she and Mr. Morris are partners in property in the vicinity). * Mr. Hart present 7:32 p.m.; Mr. Plummer, Mr. Gilley and Mr. Taylor were not present at this meeting.
