Mayor Morris introduced the citizen comment period with the city <br />, <br />. Council. No one signed up to speak'during this period. <br /> Mayor Morris introduced for consideration approval of an appointment <br /> to complete a vacancy on the San Marcos Electrical Board. Mayor <br /> Morris moved to appoint David Ellison, Master Electrician, and Mr. <br /> Moore seconded the motion, which passed unanimously. <br /> Mayor Morris introduced for consideration approval of an appointment <br /> to the Master Plan citizen Advisory Committee (Temporary). Mr. <br /> Guerra stated he had appointed Mark Boucher at the last meeting and <br /> wished to replace that appointment with Leelan Brigman. It was <br /> consensus of Council to leave Mark Boucher on this Committee and <br /> allow Mr. Guerra to make his appointment also. Mr. Guerra moved to <br /> appoint Leelan Brigman, which passed unanimously. <br /> Mayor Morris introduced for consideration adoption of an Ordinance <br /> on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE CITY BUDGET ORDINANCE TO PROVIDE FUNDING <br /> FOR THE CLOVIS BARKER WATERLINE EXTENSION PROJECT; AND <br /> DECLARING AN EMERGENCY. <br />¡ Mr. Cox moved for adoption of the Ordinance on emergency and Mr. <br /> : Hart seconded the motion. On roll call the following vote was <br /> ! <br /> recorded: <br /> AYE: Moore, Mooney, Hart, Guerra, Cox. <br /> NAY: None. <br /> ABSTAIN: Morris (to avoid any conflict of interest as she and Mr. <br /> Morris are partners in property in the vicinity). <br /> * Mr. Hart present 7:32 p.m.; Mr. Plummer, Mr. Gilley and Mr. Taylor <br /> were not present at this meeting. <br />
