Moore <br /> <br />, <br />Mayor Pro-Tem Rick Hernandez <br />Council Members Ed Mihalkanin <br />Jane Hughson <br />I Ronald K. Hart <br />Fred Guerra <br />Joe B. Cox, Jr. <br /> <br />City Manager Larry Gilley <br />Assistant City Manager Laura Huffman. <br />City Secretary Janis K. Womack <br />City Attorney Mark Taylor <br />Director of Public Works George Boeker <br />Director of SMEU Bob Higgs <br />Director of Parks and Recreation Rodney Cobb <br />Director of Planning and Dev. Ron -Patterson <br />Director of Library Stephanie Langenkamp <br /> <br />Also Present: Rodney Vanoudekerke, Robert Cotner, John Holtermann, <br />Susan Thomas, Kelly Franks, Phil Neighbors, Scott Maier, Lydia Marie - <br />Trevino, Vicky Fruit, Mark Thornton, Steve Sands, Frank Arredondo, <br />Mario Gutierrez, Rick Fisher, Dan Wegmiller and others. <br /> <br />Mayor Moore called the meeting to order at 7:30 p.m. <br /> <br />Mayor Moore introduced the Citizen comment period. Gloria Walts <br />requested her son, Robert Walts, be allowed to speak on her behalf. <br />Mr. Walts stated the proposed tower at Comanche and Sessom is <br />located next to his mother's home and could cause possible <br />nuisances. They are very concerned they were not informed of its <br />possible use. They are opposed to this type business next door to <br />his mother's home. Many years ago Mrs. Walts wanted to construct a <br />home on this property for her mother and the City would not allow <br />that use, and now the City is allowing this use next to his mother. <br />A tower would cause noise, and they are concerned it could fall. <br />They are lifetime residents of San Marcos. <br /> <br />Mayor Moore introduced for consideration approval of one appointment <br />to complete a vacancy on the Senior Citizens Facilities Advisory <br />Board. Ms. Hughson moved to appoint patricia Parks, which passed <br />unanimously. <br /> <br />Mayor Moore introduced for consideration approval of one appointment <br />to complete a vacancy on the Parks and Recreation Advisory Board. <br />Mayor Moore moved to appoint Ron Kwiat, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration approval of one appointment <br />to complete a vacancy on the Planning and Zoning Commission. Mr. <br />Mihalkanin moved to appoint Louis Doiron, Jr., Mr. Hart moved to <br />appoint Ollie Giles and Mayor Moore moved to appoint Deborah <br />Emerson. On roll call the following vote was recorded: <br /> <br />DOIRON: Mihalkanin, Guerra. <br />! GILES: Hughson, Hart, Cox, Hernandez. <br />, EMERSON: Moore. <br />I <br /> <br />Ms. Giles received four votes, a majority vote of approval. <br /> <br />Mayor Moore introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1996-97 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE PARK PATROL PROGRAM AND <br />DECLARING AN EMERGENCY. <br />
