I MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECEMBER 16, 1996 PRESENT: Mayor Billy G. Moore , Mayor Pro-Tem Rick Hernandez Council Members Ed Mihalkanin Jane Hughson I Ronald K. Hart Fred Guerra Joe B. Cox, Jr. City Manager Larry Gilley Assistant City Manager Laura Huffman. City Secretary Janis K. Womack City Attorney Mark Taylor Director of Public Works George Boeker Director of SMEU Bob Higgs Director of Parks and Recreation Rodney Cobb Director of Planning and Dev. Ron -Patterson Director of Library Stephanie Langenkamp Also Present: Rodney Vanoudekerke, Robert Cotner, John Holtermann, Susan Thomas, Kelly Franks, Phil Neighbors, Scott Maier, Lydia Marie - Trevino, Vicky Fruit, Mark Thornton, Steve Sands, Frank Arredondo, Mario Gutierrez, Rick Fisher, Dan Wegmiller and others. Mayor Moore called the meeting to order at 7:30 p.m. Mayor Moore introduced the Citizen comment period. Gloria Walts requested her son, Robert Walts, be allowed to speak on her behalf. Mr. Walts stated the proposed tower at Comanche and Sessom is located next to his mother's home and could cause possible nuisances. They are very concerned they were not informed of its possible use. They are opposed to this type business next door to his mother's home. Many years ago Mrs. Walts wanted to construct a home on this property for her mother and the City would not allow that use, and now the City is allowing this use next to his mother. A tower would cause noise, and they are concerned it could fall. They are lifetime residents of San Marcos. Mayor Moore introduced for consideration approval of one appointment to complete a vacancy on the Senior Citizens Facilities Advisory Board. Ms. Hughson moved to appoint patricia Parks, which passed unanimously. Mayor Moore introduced for consideration approval of one appointment to complete a vacancy on the Parks and Recreation Advisory Board. Mayor Moore moved to appoint Ron Kwiat, which passed unanimously. Mayor Moore introduced for consideration approval of one appointment to complete a vacancy on the Planning and Zoning Commission. Mr. Mihalkanin moved to appoint Louis Doiron, Jr., Mr. Hart moved to appoint Ollie Giles and Mayor Moore moved to appoint Deborah Emerson. On roll call the following vote was recorded: DOIRON: Mihalkanin, Guerra. ! GILES: Hughson, Hart, Cox, Hernandez. , EMERSON: Moore. I Ms. Giles received four votes, a majority vote of approval. Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1996-97 FISCAL YEAR TO PROVIDE FUNDING FOR THE PARK PATROL PROGRAM AND DECLARING AN EMERGENCY.
