RESOLUTION NO. 2018-148R <br /> A RESOLUTION BY THE CITY OF SAN MARCOS, TEXAS, RECOMMENDING <br /> TO THE TEXAS DEPARTMENT OF TRANSPORTATION THAT THE CITY OF <br /> SAN MARCOS BE CHOSEN AS THE DIRECT RECIPIENT FOR THE FEDERAL <br /> TRANSIT ADMINSTRATION FUNDING IN ACCORDANCE WITH TITLE 49, <br /> SUBTITLE III, CHAPTER 53, SECTION 5307 OF THE UNITED STATES CODE, <br /> FOR THE SAN MARCOS URBANIZED AREA; AUTHORIZING THE MAYOR <br /> TO EXECUTE ANY DOCUMENTS REQUIRED TO EVIDENCE THE CITY'S <br /> SUPPORT OF THE CITY OF SAN MARCOS AS THE DIRECT RECIPIENT FOR <br /> FEDERAL SECTION 5307 FUNDING; AUTHORIZING THE CITY MANAGER <br /> TO COORDINATE FURTHER ACTIONS WITH THE CAPITAL AREA RURAL <br /> TRANSPORTATION SYSTEM AND THE METROPOLITAN PLANNING <br /> ORGANIZATION; AND PROVIDING FOR AN EFFECTIVE DATE. <br /> RECITALS: <br /> 1. The 2010 U.S. Census changes in urbanized area boundaries designated the San Marcos area <br /> as an urbanized area, including a population greater than 50,000, but less than 200,000; and <br /> 2. The boundaries of the urbanized area include the City of San Marcos, the City of Martindale, <br /> and unincorporated portions of Hays, Guadalupe and Caldwell Counties(Exhibit 1); and <br /> 3. The Governor of the State of Texas has delegated to the Texas Department of Transportation <br /> authority including that of being the Designated Recipient for the Section 5307 program, for <br /> urbanized areas with a population greater than or equal to 50,000 but less than 200,000; and <br /> 4. Implementation of the Section 5307 program requires selection of a Direct Recipient in each <br /> such urbanized area, based upon a local process that results in a recommendation of a Direct <br /> Recipient to the Texas Department of Transportation; and <br /> 5. The Capital Area Rural Transportation System (CARTS) is the current Direct Recipient for <br /> the San Marcos Urbanized Area; and <br /> 6. Federal transportation statutes include a federal formula funding program in support of public <br /> transportation services within urbanized areas, known as the Section 5307 program; and <br /> 7. The City of San Marcos now desires to become the Direct Recipient for the San Marcos <br /> Urbanized Area. <br /> 1 <br />
