Hopkins - Work Session <br />I. Call To Order <br />With a quorum present, the work session meeting of the San Marcos City <br />Council was called to order by Mayor Hughson at 3:04 p.m. Tuesday, April 16, <br />2019 in the City Council Chambers, 630 E. Hopkins, San Marcos, Texas 78666. <br />II. Roll Call <br />Present: 7 - Mayor Pro Tem Lisa Prewitt, Council Member Saul Gonzales, Council Member <br />Melissa Derrick, Mayor Jane Hughson, Council Member Ed Mihalkanin, Council <br />Member Joca Marquez and Council Member Mark Rockeymoore <br />PRESENTATIONS <br />1. Receive a Staff presentation and hold discussion regarding the Parking Management <br />Program and On -Street Paid Parking Implementation, and provide direction to Staff. <br />Bert Lumbreras, City Manager, provided a introduction. <br />Steve Parker, Assistant City Manager introduced Mr. Kevin Burke, Assistant <br />Director of Community Services, Chief Chase Stapp, Police Chief and Ms. <br />Susie Garcia, Municipal Court Administrator, who were also available to <br />answer questions. <br />Mr. Parker provided Council with a presentation on the Parking Management <br />Program and on -Street Paid Parking Implementation. He discussed prior <br />Council action and what Staff would like Council to consider at future <br />meetings, which includes a Resolution adopting On -Street Paid Parking <br />Implementation Plan and an Ordinance establishing Parking Benefit Districts, <br />authorize on -street paid parking, and provide administrative flexibility. <br />Mr. Parker discussed the primary action items identified by Council: <br />#1 Create & Empower Parking Management Organization <br />#2 Establish Parking Benefit Districts <br />#3 Invest in Parking Management Technology <br />City of San Marcos Page 1 <br />
