Taylor <br />Director of Planning and Development Services Ron Patterson <br />Director of Environmental Health Mark Brinkley <br />Director of Parks and Recreation Rodney Cobb <br />Director of MIS Ramona Brown <br />Director of SMEU Bob Higgs <br />Others Present: Randall Morris, David Chiu, Dianne Wassenich, Tom Wassenich, Bob Mooney, <br />John McBride, Kate Elrod, Ray Hernandez, Collette Duran, Melissa Millecam, Sherri Russell, <br />Carol Coughlin, Murlin Evans, John Boswell, Paul Mayhew, Fraye Stokes, Randy Rogers, Jim <br />Byrn, Irene Hindson, Dan Praver, Chris North, Sarah Alvarez, Tom McNair, John Cooper, <br />Marsha Cooper, and Jon Cradit. <br />Mayor Moore called the meeting to order at 7:00 p.m. <br />Mayor Moore introduced the ten-minute citizen comment period. 1. Marty Sorell stated he <br />supports the proposed development by Randall Morris. 2. Paige Bishop stated she supports the <br />proposed development of Randall Morris because a small portion of the land will be used to <br />build an apartment complex and the donation of greenspace. 3. Larry McSpadden, <br />representative of Joint Venture, stated the project known as ETN Joint Venture 45, is located <br />near Central Texas Medical Center, which is in the process of building office space. There is a <br />problem regarding the routing of Leah Avenue because the connection that Joint Venture wants <br />is with Mockingbird Hills. The Planning and Zoning Commission, Planning Department and the <br />Mockingbird Neighborhood do not want this connection made. Mr. McSpadden gave the <br />Council a handout of the different options and problems that currently exist and will be back in <br />the future for further discussion. 4. Dr. Randy Rogers stated Sector 5 was being held up because <br />of the connection with Leah Avenue. Dr. Rogers stated traffic will be dangerous if Leah is <br />connected in front of the San Marcos High School, so he will prepare a new alignment and bring <br />back his proposal. 5. Rolland Hesalroad stated there is a need for the Council to purchase a <br />portable radar sign as soon as possible. Mr. Hesalroad stated the Council should adopt the <br />Edwards Aquifer Regulations Ordinance and deny Randall Morris' request to develop an <br />apartment complex. 6. John McBride stated the proposed development by Randall Morris <br />should be denied because the traffic on Ranch Road 12 is already congested due to the growth of <br />Wimberley. 7. Jack Fairchild stated he had no comment at this time. <br />Mayor Moore introduced for consideration one appointment to the Human Development <br />Commission. There were no nominations at this time and will be rescheduled for March 27, <br />2000. <br />Mayor Moore introduced for consideration one appointment to the Drainage Advisory Board. <br />Mr. Doiron did not have a nomination at this time and this will be rescheduled for March 27, <br />2000. <br />*Mr. Gilley not present at this meeting
