Womack <br /> City Attorney Mark Taylor <br /> Director of Airport Jack Doughty <br /> Director of Human Resources Carolyn Liner <br /> Director of Public Works George Boeker <br /> Director of Planning Mary Martinez <br /> Police Chief Tom Martin <br /> Director of Main Street Kelly Franks <br /> Fire Chief Dan O'Leary <br /> Director of Library Stephanie Langenkamp <br /> Director of Health Terry Ewald <br />Also Present: Collette Boruff, John DeMoor, Linda Hotz, Bill Vance, <br />Jack Lindstrom, John Anderson, Melissa Millecam, Fred Sanderson, <br />Jerry Romero, Janace Wade, Berry James, Samuel Montoya, Bob <br />Martenis, Nina Pryatel, Jane Hughson, Bob Higgs, Tim Lott, Mike <br />McGregor, John Wade, R. G. Phillips and others. <br />Mayor Morris called the meeting to order at 7:30 p.m. <br />Mayor Morris introduced for consideration approval of three <br />appointments to the Human Services Advisory Board. Mr. Moore moved <br />to appoint Tim Cordon and Mr. Hernandez moved to appoint Augustin <br />Lucio, which passed unanimously. The remaining appointment will be <br />rescheduled for February 25, 1991. <br />Mayor Morris introduced for consideration approval of six <br />appointments to the Central Texas Higher Education Authority. Mayor <br />Morris moved to appoint Jeanette Hodges, Mr. Hart moved to. appoint <br />Sam Cooper and Ms. Kissler moved to reappoint Gilbert Conoley, <br />reappoint Larry Dupont, reappoint vicki Carrithers and reappoint <br />Robert Martenis, which passed unanimously. <br />Mayor Morris introduced for consideration approval of appointment of <br />a Representative to the Corridor Council Board of Directors <br />(Greater Austin-San Antonio Corridor Council, Inc.). Mr. Moore <br />moved to appoint Rick Hernandez as the Representative and Ms. <br />Kissler seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ORDERING A JOINT GENERAL AND SPECIAL ELECTION BY THE <br />CITY AND THE SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL <br />DISTRICT TO BE HELD IN THE CITY OF SAN MARCOS, TEXAS, ON MAY 4, <br />1991, FOR THE PURPOSE OF ELECTING A CITY COUNCIL MEMBER, PLACE <br />FIVE, AND A CITY COUNCIL MEMBER, PLACE SIX, AND FOR THE PURPOSE <br />OF SUBMITTING TO THE VOTERS A PROPOSAL TO ALLOW THE <br />CONSTRUCTION OF A PUBLIC LIBRARY ON CERTAIN PARK PROPERTY; AND <br />TO BE HELD WITHIN THE BOUNDARIES OF SAID SCHOOL DISTRICT FOR <br />THE PURPOSE OF ELECTING A SCHOOL DISTRICT BOARD OF TRUSTEES <br />MEMBER, PLACE ONE, AND A SCHOOL DISTRICT BOARD OF TRUSTEES <br />MEMBER, PLACE TWO; ESTABLISHING THE RATE OF COMPENSATION TO BE <br />PAID JUDGES, CLERKS AND ASSISTANTS TO THE TABULATION SUPERVISOR <br />FOR SERVICES RENDERED DURING THE ELECTION; MAKING PROVISIONS <br />FOR THE CONDUCT OF THE ELECTION AND OTHER PROVISIONS INCIDENT <br />TO THE PURPOSES OF THIS ORDINANCE; AND DECLARING AN EMERGENCY. <br />
