73 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, FEBRUARY 11, 1991 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Billy G. Womack City Attorney Mark Taylor Director of Airport Jack Doughty Director of Human Resources Carolyn Liner Director of Public Works George Boeker Director of Planning Mary Martinez Police Chief Tom Martin Director of Main Street Kelly Franks Fire Chief Dan O'Leary Director of Library Stephanie Langenkamp Director of Health Terry Ewald Also Present: Collette Boruff, John DeMoor, Linda Hotz, Bill Vance, Jack Lindstrom, John Anderson, Melissa Millecam, Fred Sanderson, Jerry Romero, Janace Wade, Berry James, Samuel Montoya, Bob Martenis, Nina Pryatel, Jane Hughson, Bob Higgs, Tim Lott, Mike McGregor, John Wade, R. G. Phillips and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of three appointments to the Human Services Advisory Board. Mr. Moore moved to appoint Tim Cordon and Mr. Hernandez moved to appoint Augustin Lucio, which passed unanimously. The remaining appointment will be rescheduled for February 25, 1991. Mayor Morris introduced for consideration approval of six appointments to the Central Texas Higher Education Authority. Mayor Morris moved to appoint Jeanette Hodges, Mr. Hart moved to. appoint Sam Cooper and Ms. Kissler moved to reappoint Gilbert Conoley, reappoint Larry Dupont, reappoint vicki Carrithers and reappoint Robert Martenis, which passed unanimously. Mayor Morris introduced for consideration approval of appointment of a Representative to the Corridor Council Board of Directors (Greater Austin-San Antonio Corridor Council, Inc.). Mr. Moore moved to appoint Rick Hernandez as the Representative and Ms. Kissler seconded the motion, which passed unanimously. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ORDERING A JOINT GENERAL AND SPECIAL ELECTION BY THE CITY AND THE SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT TO BE HELD IN THE CITY OF SAN MARCOS, TEXAS, ON MAY 4, 1991, FOR THE PURPOSE OF ELECTING A CITY COUNCIL MEMBER, PLACE FIVE, AND A CITY COUNCIL MEMBER, PLACE SIX, AND FOR THE PURPOSE OF SUBMITTING TO THE VOTERS A PROPOSAL TO ALLOW THE CONSTRUCTION OF A PUBLIC LIBRARY ON CERTAIN PARK PROPERTY; AND TO BE HELD WITHIN THE BOUNDARIES OF SAID SCHOOL DISTRICT FOR THE PURPOSE OF ELECTING A SCHOOL DISTRICT BOARD OF TRUSTEES MEMBER, PLACE ONE, AND A SCHOOL DISTRICT BOARD OF TRUSTEES MEMBER, PLACE TWO; ESTABLISHING THE RATE OF COMPENSATION TO BE PAID JUDGES, CLERKS AND ASSISTANTS TO THE TABULATION SUPERVISOR FOR SERVICES RENDERED DURING THE ELECTION; MAKING PROVISIONS FOR THE CONDUCT OF THE ELECTION AND OTHER PROVISIONS INCIDENT TO THE PURPOSES OF THIS ORDINANCE; AND DECLARING AN EMERGENCY.
