Phillips, Kelly Franks, Lupe Carbajal, Bill Vance and <br />others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />to the Mayor's Commission on Youth (Temporary). Mr. Guerra moved to <br />appoint Jana Walker, student, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was <br />read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING EXHIBITS A AND B TO SECTIONS 30-27 AND 30-35, <br />RESPECTIVELY, OF THE SAN MARCOS CODE OF ORDINANCES TO INCREASE <br />THE CHARGES TO BE PAID BY ALL PERSONS OWNING OR OCCUPYING <br />PREMISES WHICH ARE CONNECTED WITH THE CITY WATER SYSTEM, AND TO <br />INCREASE THE RATES FOR SERVICES TO USERS OF THE CITY SANITARY <br />SEWAGE SYSTEM, AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Gilley stated Freese and Nichols had prepared a study regarding <br />rates and improvements. Tony Reid of Freese and Nichols stated they <br />had reviewed the revenue requirements, rate structure, financial <br />operation and were prepared to offer guidance on rate structure. <br />Lewis McLain recommended rate increases over the next five years to <br />meet the needs of each year's needed expenditures. The study <br />reflected a loss of 24% of water not accounted for due to leakage, <br />need for meter replacement, waterline breaks, water used in fires <br />and flushing of water meters. Mr. Gilley stated the City has <br />implemented a program to reduce the water loss with meter <br />replacement, an extensive leak detection program, and electronic <br />hand-held meter reading which is a more accurate method of meter <br />reading. The city will continue to make every effort to reduce the <br />loss, with an ideal loss goal of no more than 7%. We are in the <br />process of metering the City's facilities, and stated the clarifiers <br />used one million gallons monthly. Mr. Gilley stated some <br />unaccounted water is not necessarily a loss of water. Mr. Moore <br />stated he wants the city to have a conservation rate. Mr. Hart <br />asked Mr. McLain if our deposits are sufficient, and Mr. McLain <br />stated they need to be raised to $50-55 to cover an average bill. <br />Mr. McLain stated most cities have raised deposits to this amount <br />over the last three to four years. The City Council requested the <br />loss of annual revenue, and Mr. Gilley advised it was 1.4%, <br />approximately $66,000.
