Womack <br /> City Attorney Mark Taylor <br /> Police Chief Tom Martin <br /> Director of Personnel Carolyn Liner <br /> Director of Public Works George Boeker <br /> Director of Planning Mary Martinez <br /> Director of Parks and Recreation Rodney Cobb <br /> Fire Chief Dan O'Leary <br />Also Present: Fred Sanderson, Marcus Etzler, Collette Boruff, Jane <br />Hughson, Melissa Millecam, John DeMoor, Eva Vangi-stern, Jim Gandy, <br />John Holterman and others. <br />Mayor Morris called the meeting to order at 7:30 p.m. <br />Mayor Morris introduced for consideration confirmation of the City <br />Manager's appointments to the civil Service Commission. Mr. Gilley <br />advised the Council he has appointed J. C. Sullivan to serve a full <br />term. Mr. Moore moved for confirmation of the City Manager's <br />appointment and Mr. Plummer seconded the motion, which passed <br />unanimously. The appointment to complete a vacancy will be <br />scheduled at the next meeting. <br />Mayor Morris introduced for consideration approval of appointments <br />to the Fair Housing Commission. Mr. Taylor advised the Council <br />there was no need to have a separate commission. It was consensus <br />of Council to combine the duties of this commission with the <br />Commission for Minorities and directed repealing the Ordinance for <br />the Fair Housing Commission and placing the duties of this <br />Commission in the Ordinance for the Commission for Minorities to <br />bring to the Council for consideration. <br />Mayor Morris introduced receiving a presentation from Students at <br />Owen Goodnight Junior High School regarding their request for a <br />Recreation Center for Teens. The students requested a delay until <br />November 5 for their presentation. <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1989-1990 <br /> FISCAL YEAR (ORDINANCE 1989-38) TO PROVIDE FUNDING FOR <br /> PERSONNEL SERVICES FOR VARIOUS CITY DEPARTMENTS, AND DECLARING <br /> AN EMERGENCY. <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Moore seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING SECTION 2-31 OF THE SAN MARCOS CODE OF <br /> ORDINANCES TO INCREASE THE NUMBER OF POSITIONS WITHIN THE <br /> CLASSIFICATION OF POLICE SERGEANT FROM SEVEN TO EIGHT; AND <br /> DECLARING AN EMERGENCY. <br />Mr. Moore moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion, which passed unanimously. <br />
