56 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, OCTOBER 22, 1990 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Billy G. Moore Council Members Rick Hernandez Ronald K. Hart Fred Guerra Betty Jane Kissler Bill Plummer City Manager Larry Gilley City Secretary Janis K. Womack City Attorney Mark Taylor Police Chief Tom Martin Director of Personnel Carolyn Liner Director of Public Works George Boeker Director of Planning Mary Martinez Director of Parks and Recreation Rodney Cobb Fire Chief Dan O'Leary Also Present: Fred Sanderson, Marcus Etzler, Collette Boruff, Jane Hughson, Melissa Millecam, John DeMoor, Eva Vangi-stern, Jim Gandy, John Holterman and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration confirmation of the City Manager's appointments to the civil Service Commission. Mr. Gilley advised the Council he has appointed J. C. Sullivan to serve a full term. Mr. Moore moved for confirmation of the City Manager's appointment and Mr. Plummer seconded the motion, which passed unanimously. The appointment to complete a vacancy will be scheduled at the next meeting. Mayor Morris introduced for consideration approval of appointments to the Fair Housing Commission. Mr. Taylor advised the Council there was no need to have a separate commission. It was consensus of Council to combine the duties of this commission with the Commission for Minorities and directed repealing the Ordinance for the Fair Housing Commission and placing the duties of this Commission in the Ordinance for the Commission for Minorities to bring to the Council for consideration. Mayor Morris introduced receiving a presentation from Students at Owen Goodnight Junior High School regarding their request for a Recreation Center for Teens. The students requested a delay until November 5 for their presentation. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1989-1990 FISCAL YEAR (ORDINANCE 1989-38) TO PROVIDE FUNDING FOR PERSONNEL SERVICES FOR VARIOUS CITY DEPARTMENTS, AND DECLARING AN EMERGENCY. Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2-31 OF THE SAN MARCOS CODE OF ORDINANCES TO INCREASE THE NUMBER OF POSITIONS WITHIN THE CLASSIFICATION OF POLICE SERGEANT FROM SEVEN TO EIGHT; AND DECLARING AN EMERGENCY. Mr. Moore moved for adoption of the Ordinance on emergency and Ms. Kissler seconded the motion, which passed unanimously.
