Kyle, III, Marcus Etzler, Jeff Hill, Melissa Millecam, Phillip <br />Gilley, John Wade, Jane Hughson, John DeMoor, Kim McCollum, Chris <br />Bowman, William Ford, Hugh Cliett, John Diaz, Jim Gandy, Ivar <br />Gunnarson and others. <br /> <br />Mayor Morris introduced a presentation by Students of Owen Goodngiht <br />Junior High School regarding their request for a Recreation Center <br />for Teens. Dawnette McCarty stated teens need a safer place to go <br />other than downtown. Laura Cliett stated they need a supervised <br />place to go so they would not get in a situation where they would <br />feel uncomfortable. If such a facility is established, it would be <br />less likely for students to get in trouble. Mandy Cobarruvias <br />stated they want a facility where they could have a DJ with dancing, <br />concessions and a friendly atmosphere. Suggested locations were an <br />empty or vacant building on the Courthouse Square, Carson's or the <br />field across from City Hall. It was suggested the facility <br />accommodate 7th-12th graders. Alex Valdes stated a skateboard <br />facility in a park atmosphere was needed. He stated it could be a <br />clean, safe sport involvement for teens. Frank Martinez stated his <br />son is a skater and needs a proper place to practice his sport. <br />David Schneider stated he has two sons who skate and a safe place is <br />needed. Della Moore stated her teacher had a dance facility when <br />she was young, and they need a place to keep the teens involved from <br />crime. Mr. Hart asked if there was a proposed location for <br />skateboarding. Alex Valdes responded the land across from City Hall <br />or any place would be acceptable. Billy Moore asked what kind of <br />facility for skateboarding is needed. John Sharp stated they need <br />ramps in an indoor facility. He stated the old H.E.B. store would <br />be a good area. Mayor Morris asked if ramps were not constructed, <br />would a concrete area be sufficient, and John Sharp stated it would <br />be, but ramps would be more fun. Mayor Morris requested the city <br />Manager and City Attorney look at the liability factor and funding. <br />She stated there are no funds in place for a teen club or a <br />skateboard facility. She requested Mr. Gilley see if we could <br />assist without any funding, then if unsuccessful, where to get funds <br />if we can. She stated the group would receive a response when these <br />matters are determined. Mr. Hernandez suggested that possibly the <br />private sector could help with a teen facility in a downtown vacant <br />building. Mr. Gilley stated we would look at possible resources and <br />get back with the Council and Ms. Marshall. Mr. Moore asked if fees <br />could be paid to offset the expense of a teen building, and the <br />students stated they thought an initial membership fee of $30.00 <br />would be appropriate. Mayor Morris stated maybe it would be <br />possible for the school property to be used, and the students <br />responded that it was discussed and they do not want to be at the <br />school. Paul Panamorenko stated a skateboard facility is needed. <br />Frank Martinez stated there is more involved than just the cost of a <br /> <br />* Mr. Moore present at 7:31 p.m. Mr. Guerra present at 10:09 p.m. <br />
