McElroy, Ruben Garza, Virginia Witte, <br />Jane Hughson, Kelly Franks, Pat Nordyke, Mark Minnick, Fred <br />Sanderson, Dan Nelson, David Braun, Lisa Dvorak and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for consideration appointment of a Member of <br />the Planning Commission to the Historic Preservation Commission to <br />complete a vacancy. Mayor Morris moved to appoint W. W. McElroy and <br />Mr. Plummer seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced receiving the Report of the Commission for <br />Minorities. The Report was submitted in writing and was included in <br />the Council's packets. The Report included recommendations in the <br />areas of transportation, employment, recreation and housing. The <br />Council thanked Kathy Matlock, Chairperson of the Commission for <br />Minorities, for the Commission's Report and dìrected Mr. Gilley <br />disseminate the Report to the appropriate Boards and Staff. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />APPROVING THE ISSUANCE OF A CERTIFICATE OF PUBLIC CONVENIENCE <br />AND NECESSITY TO THE GREATER AUSTIN TRANSPORTATION COMPANY <br />D/B/A AMERICAN CAB COMPANY OF AUSTIN FOR THE PROVISION OF <br />LIMOUSINE SERVICES IN SAN MARCOS, AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Hart stated he has a conflict of interest in this matter, as he <br />leases office space to the local cab company, so he removed himself <br />from the Council Chambers during the public hearing and <br />consideration of this matter. Mayor Morris opened the public <br />hearing and asked if anyone wished to speak for or against the <br />issuance of the certificate. Larry McAmee, a local resident, stated <br />what is in question is whether or not the local cab company is <br />adequately serving the public convenience and necessity, and that <br />essentially they are serving the public. He stated the issuance of <br />this certificate could endanger the service of the local cab <br />company, as it is a small business, and what is at issue is whether <br />or not there is service to San Marcos.
