18 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECEMBER 17, 1990 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tern Billy G. Moore Council Members Rick Hernandez Ronald K. Hart * Fred Guerra Betty Jane Kissler Bill Plummer City Manager Larry Gilley City Secretary Janis K. Womack City Attorney Mark Taylor Police Chief Tom Martin Fire Chief Dan O'Leary Director of Airport Jack Doughty Director of Public Works George Boeker Director of Library Stephanie Langenkamp Director of Planning Mary Martinez Director of Finance Bill White Also Present: Melissa Millecam, John DeMoor, Collette Boruff, Ken Jenkins, Jane Hughson, Jerry Romero, Bill Vance, Harry Bishop, R. G. Phillips, Allyn Gill and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of an appointment to the Library Board to complete a vacancy. Mr. Moore moved to appoint Barbara Caverley and Ms. Kissler seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING A REVISED WATER CONSERVATION PLAN; AMENDING SECTIONS 30-10 THROUGH 30-16 OF THE SAN MARCOS CODE OF ORDINANCES TO IMPLEMENT MANDATORY AND RECOMMENDED WATER CONSERVATION MEASURES; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING FOR PENALTIES; PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. Mr. Moore moved for approval of the Ordinance on first reading and Ms. Kissler seconded the motion. Mayor Morris moved to amend the Ordinance in the Section 30-15 caption to correct a typographical error "Restrictions," and Ms. Kissler seconded the motion. On roll call the following vote was recorded: AYE: Moore, Hernandez, Hart, Morris, Kissler, Plummer. NAY: None. ABSTAIN: Guerra. (Mr. Guerra present at 7:35 p.m.). On roll call for approval of the Ordinance on first reading, the following vote was recorded: AYE: Moore, Hernandez, Hart, Morris, Kissler, Plummer. NAY: None. ABSTAIN: Guerra. Mayor Morris introduced for consideration adoption of an Ordinance on third and final reading, the caption which was read as follows: * Mr. Guerra present at 7:35 p.m.
