RESOLUTION 2010-28R <br />• <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SAN MARCOS, TEXAS, APPROVING AND ADOPTING <br />THE COMPREHENSIVE ECONOMIC DEVELOPMENT <br />STRATEGY AND IMPLEMENTATION PLAN PREPARED <br />BY MARKET STREET SERVICES, INC. AND <br />AUTHORIZING THE CITY TO IMPLEMENT ALL OR ANY <br />PART OF THE STRATEGIC PLAN AS IT DEEMS <br />APPROPRIATE; AND DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. The City of San Marcos has engaged public and private sector leaders from <br />Economic Development San Marcos, the San Marcos Area Chamber of Commerce, Hays <br />County, Caldwell County, the City of Lockhart, the City of Luling, Prime Outlets, Texas <br />State University-San Marcos, Central Texas Medical Center, San Marcos Consolidated <br />School District and Gary Job Corps who share a commitment to economic development and <br />the drive to move forward to build stronger communities for its workers, businesses, and <br />families. <br />2. In furtherance of this objective, the City of San Marcos has joined with these <br />regional leaders to form an alliance referred to as the "Partners for Progress" for the common <br />purpose of developing a regional economic development strategy. <br />3. Partners for Progress retained Market Street Services, Inc. to develop a regional <br />economic development strategy. <br />4. Market Street Services, Inc. submitted to Partners for Progress its findings and <br />recommendations in a document entitled "Comprehensive Economic Development Strategy", <br />together with an "Implementation Plan". <br />5. The Comprehensive Economic Development Strategy and the Implementation <br />Plan provide the City of San Marcos and members of Partners for Progress with a significant <br />opportunity to come together, for the first time, behind a regional plan for progressive and <br />sustainable change that will benefit each member, their residents, and businesses. <br />6. Partners for Progress and the board of Economic Development San Marcos <br />recommend approval of the Comprehensive Economic Development Strategy and <br />Implementation Plan. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />• PART 1. That the City of San Marcos hereby approves and adopts the <br />Comprehensive Economic Development Strategy and Implementation Plan.
