Stovall, Jeff Watkins, Curtis Adrian, Jerri Martin, <br />Father Ron Alvis, Gilbert Jaimes, Marcos Hernandez, Ralph <br />Gonzales, Austin Curlee, Fred Guerra, Charles Stone, Ignacio <br />Trevino, Bill Nicola, Terry Roberts, Gordon Thompson, Gary <br />Bond, Donna Phillips, and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The minutes of the regular meeting held Monday, April 23, 1979 <br />were approved on motion of Mr. Hyatt and second of Mr. Hansen. <br /> <br />The Mayor next introduced Agenda Item #8 out of order and read <br />an ordinance having the following caption: <br /> <br />AN ORDINANCE BY THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, AUTHORIZING <br />THE ISSUANCE OF $80,000 CITY OF SAN MARCOS <br />TAX AND REVENUE CERTIFICATES OF OBLIGATION, <br />SERIES 1979, FOR THE PURPOSE OF PAYING <br />CONTRACTUAL OBLIGATIONS TO BE INCURRED FOR <br />CONSTRUCTING AND ACQUIRING IMPROVEMENTS TO <br />THE'CITY'S AIRPORT, AND FOR PAYING <br />CONTRACTUAL OBLIGATIONS FOR PROFESSIONAL <br />SERVICES, INCLUDING ATTORNEYS AND FINANCIAL <br />ADVISORS; PROVIDING FOR THE TERMS AND <br />CONDITIONS OF SUCH CERTIFICATES OF OBLIGATION <br />AND THE PAYMENT THEREOF; CONTAINING OTHER <br />MATTERS RELATING TO SAID SUBJECT; AND <br />DECLARING AN EMERGENCY. <br /> <br />Mr. Sutton moved the ordinance be adopted as an emergency. <br />Mr. James seconded the motion which passed unanimously. <br /> <br />Mr. Gilbert Jaimes, Project Coordinator for the San Marcos <br />Youth Service Bureau, came before the City Council with a <br />request for $6,000 to offset a deficit in the program budget <br />resulting from an unanticipated decrease in funding from the <br />Texas Youth Council. Mr. Jaimes explained that the decrease <br />resulted from a sub-contract provision between the County <br />Juvenile Probation Office and the Texas Youth Council which <br />stipulated that funding would end if more than 4.5 referrals <br />were made to the Texas Youth Council by the juvenile probation <br />office. Mr. Jaimes also reported that he had approached Hays <br />County Commissioners and the San Marcos Consolidated Independent <br />School District and that both agencies had informed him they <br />would not be able to provide financial assistance. Questioned <br />by the Council, the City Manager stated that money from the <br />Contingency Fund created as a result of the personnel reorganiza- <br />tion would be available as the funding source. Mr. Hansen moved <br />
