Mr. James seconded <br />the motion, which passed unanimously. The meeting was reconvened <br />to regular session at 8:10 p.m. on motion of Mr. Hansen and <br />second of Mr. Hyatt. Mr. Cavazos reported that the Council had <br />discussed pending litigation and had evaluated the performance <br />of the City Attorney. In connection with that evaluation, by <br />common consent, the Council approved the 6% cost-of-living <br />salary increase for the City Attorney which had previously been <br />approved for other City employees. <br /> <br />Council Member Berry James, the Council representative to the <br />Upper San Marcos Watershed Reclamation and Flood Control District, <br />reported on the agreement pending approval by the Council in which I <br />the City agreed to sponsor the improvements designated by the <br />District and assumed some financial responsibility. The Mayor <br />read the caption of a resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, APPROVING AN <br />AGREEMENT INCORPORATING A PLAN FOR THE <br />INSTALLATION, OPERATION, AND MAINTENANCE <br />OF WORK IMPROVEMENTS FOR THE UBPER <br />SAN MARCOS RIVER WATERSHED, SAID AGREEMENT <br />TO BE JOINTLY EXECUTED BY THE CITY, UPPER <br />SAN MARCOS WATERSHED RECLAMATION AND FLOOD <br />CONTROL DISTRICT, HAYS COUNTY COMMISSIONERS <br />COURT, COMAL-HAYS-GUADALUPE SOIL AND WATER <br />CONSERVATION DISTRICT, STATE OF TEXAS AND <br />THE SOIL CONSERVATION SERVICE, UNITED STATES <br />DEPARTMENT OF AGRICULTURE; AUTHORIZING THE <br />MAYOR TO EXECUTE SAID AGREEMENT ON BEHALF <br />OF THE CITY OF SAN MARCOS; AND ESTABLISHING <br />AN EFFECTIVE DATE. <br /> <br />Mr. Breihan moved approval of the resolution: Mr. 'Hansen secondeo <br />the motion which passed unanimously. <br /> <br />Mr. Henry Bolton came before the Council to request that sewer <br />service be extended to property in the area of North Bishop and <br />Allen Streets. Mr. Bolton explained the surrounding property <br />would be served by sewer improvements under the Westover <br />Community Development project. The Acting City Manager reported <br />
