She also issued a proclamation naming <br />"Beat Seguin Week" in observance of the upcoming football game. Dr. Craddock <br />issued also a proclamation in observance of the anniversary of the United States <br />Marine Corps. John Cunningham, president of Hays County National Bank, came before <br />the Council to invite those members to the new bank's opening ceremonies. <br /> <br />The Minutes of the October 18 Regular Council meeting were approved on motion of <br />Mr. Hansen and second of Mr. Cavazos. <br /> <br />I. <br /> <br />The Minutes of the Special Meeting held October 20 were approved on motion of <br />Mr. James and second of Mr. Hansen, with Mr. Arredondo abstaining. <br /> <br />Mr. Hansen moved to appoint Mrs. Albert Armstead and Mr. Donald Pickard to the <br />Library Board. Mr. James seconded the motion, which passed unanimously. <br /> <br />Mr. Cavazos moved to confirm the appointment by Mayor Craddock of Mr. John Bryant <br />to the Tourist Development Board of the Chamber of Commerce. Mr. Arredondo <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor opened a public hearing to consider a request for a change in the zoning <br />of part of Lot 7, Block 20 of the Original Town of San Marcos, located at 109 E. <br />Hopkins Street, from "c" to "C-2". The applicant, Albert Contreras, was present <br />and represented by attorney Mike Scanio. Mr. Scanio pointed out that the sale of <br />alcoholic beverages for on-premises consumption had already been allowed at several <br />locations in the central business district. It was noted that written petitions from <br />property owners within 200 feet of the location in question had been submitted in <br />objection to the change. Carl Aiken, owner of an adjacent building, was present to <br />state his objections. Mr. John Morrisset, chairman of the Downtown Revitalization <br />Committee, stated that he felt the change was not in the best interest of the eentral <br />business district. The Mayor closed the hearing and read the caption of an Ordinance <br />as follows: <br /> <br />I <br /> <br />AN ORDIANNCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING <br />SECTION 3 OF THAT ORDINANCE \fHICH REGULATES AND RESTRICTS THE LOCATION AND <br />USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY <br />CHANGING THE ZONING OF PART OF LOT 7, BLOCK 20, ORIGINAL TOWN OF SAN MARCOS, <br />LOCATED AT 109 E. .HOPKINS, FROM "c" (COMMERCIAL) TO "C-2" (COMMERCIAL). <br /> <br />Mr. Arredondo' -moved to table- the consideration of the. Ordinance' until the A&M study <br />of~ the. central,.busine~s: district were mo-re complete. The motion died for lack of a <br />second. Mr. Sutton moved the Ordinance not be approved. Mr. Breihan secondeCl the <br />motion, which passed unanimously. <br />
