Wyatt, Jr.., <br />Jeff Ebner, Mrs. Tula Townsend Wyatt, Andrew Gary, Gene <br />Funk, Warren Leddick, Eleanore Crook, Kathleen Morris, <br />Joe Froh, Katherine Steen Hardeman, David Morrison, Terry <br />Roberts, Ira Kennedy, Corliss Dees, Ken Krause, Apolinar <br />Mendoza, Gary Bond, Becky Sierra and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The minutes of the regular meeting held Monday, May 15, 1978 <br />were approved on motion of Mr. Sutton and second of <br />Mr. James. <br /> <br />I <br /> <br />Mr. James Polk, Manager of the local H. E. B. Grocery Store, <br />came before the Council to present a check in the amount of <br />$25,000 for the construction of two new tennis courts in <br />Rio Vista Park. Mr. Arredondo noted that former Mayor <br />Emmie Craddock had been instr.umental in acquiring the dona- <br />tion from H. E. B. grocery stores. Mr. Webster announced <br />that a groundbreaking would be held within the week. The <br />Mayor read the caption of a resolution as f0110ws: <br /> <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SAN MARCOS, TEXAS, <br />ACCEPTING A GIFT OF FUNDS FOR THE <br />CONSTRUCTION OF TENNIS COURTS AT <br />RIO VISTA PARK AND NAMING THE <br />FACILITY THE H. E. B. TENNIS CENTER. <br /> <br />Mr. Hansen moved the resolution be adopted. Mr. Arredondo <br />seconded the motion which passed unanimously. <br /> <br />I <br /> <br />The Mayor opened a public hearing to consider a request for <br />the disannexation of four tracts of land along Ranch Road 12 <br />in the area of Crestwood Shopping Center. The petitioners <br />for disannexation were listed as Stella Hageman, Carroll <br />Walker, Earl Belcher and Hanno Guenther. The petitioners <br />were represented by Andrew Gary. Mr. Gary reminded the <br />Council that the property had been a part of the corporate <br />limits of the City for at least three years and in that time <br />had received no utilities and held no reasonable expectation <br />for utilities to be extended. Mr. Sutton stated his objection <br />to disannexing any property from the City since the City was <br />certain to grow and would need the protection of regulating <br />all new development. Mr. Hyatt pointed out that the property <br />was receiving police and fire protection and noted that taxes <br />did not pay for the utility system in any event. The City <br />Manager informed the Council that utilities could be extended <br />at the owners expense and that that policy pertained to the <br />entire City.
