O'Bryant; Joe Frah; <br />Richard Santellana; James Byrn; Terry Roberts; Dotty Sims; Bill <br />Nicola; Delbert Chance; Eddie Mutschlechner; Sam Garza; George <br />Vandervort; Ron Karnes; Harvey Livesay; Juan Palorro; Bob Barton; <br />Roy Willis; George Boeker; and others. <br /> <br />The Mayor called the meeting to oroer at 7: 30 p.m. <br /> <br />Mayor Arredondo issued a proclamation in observance of the 9th Annual <br />Chilyrnpiad. <br /> <br />On behalf of the Council the Mayor presented a plaque to Albert Sierra <br />in appreciation of his services as Acting City Manager from May 23, 1977 <br />to September 7, 1977. <br /> <br />The Minutes of the Regular Meeting held August 29th, 1977 were approved on <br />rrotion of Dr. Craddock and second of, Mr. Hansen. <br /> <br />Dr. Craddock IIPved the confirm3.tion of the reappointment of Mr. Rosalio <br />Tobias to a three year term on the Civil Service Comnission. Mr. Cavazos <br />seconded the IIPtion which .passed unanimously. <br /> <br />Dr. Craddock moved confirmation of the reappointment of Mrs. Karen Parks, <br />11r>. Richard Cruz and Dr. Robert D. Gratz to the Urban Renewal Corrrnission. <br />Mr. Hansen seconded the rrotion which passed unanimously. <br /> <br />The Mayor introduced for consideration a request by organizers of the <br />Chilyrrrpiad parade for permission for the Texas National Guard to operate <br />a M-I09 Howitzer tank on City streets and a waiver of National Guani <br />liability. 11r>. Bill Taylor came before the Council to make the request. <br />Mr. Sutton questioned the ability of the City to waive liability. The <br />City Attorney responded that the Council in doing so might be accepting; <br />individual liability. Mr. Goroon Thompson, Executive Director of the <br />Chamber of Corrnnerce informed the Council that the Chilyrrrpiad Comnittee <br />had provided liability insurance. Mr. Delbert Chance, local representative <br />of the State Department of Highways and Public Transportation informed <br />the Council that he would not sign a release on behalf of the State for <br />operation of the tank on those streets maintained with State funds. Dr. <br />Craddock moved that the requested release not be granted. Mr. Sutton <br />seconded the rrotion which passed unanimously. The Mayor rroved the Council <br />authorize operation of the vehicle but without the waiver of liability. <br />Mr. Cavazos seconded the IIPtion which passed unanimously. <br />
