MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 17, 1979 42 PRESENT: Mayor John A. Hansen Council Members Ted Breihan Robert L. Cavazos Berry R. James Kenneth E. Sutton Gilbert G. Tenorio I Actin~ City Manager City Attorney City Secretary Ray V. Kotowski Barbara Edwards Doriss Hambrick ABSENT: Council Member Bob Hyatt Also Present: Jeff Watkins, Terry Lighthouse, Joe Garza, John McCrocklin, C.C. Hughson, Shirley Wickersham, Glenn Longley, Bill Millsap, Chester witte, Jake Krauskopf, John Stokes, Karl Brown and others. The Mayor called the meeting to order at 3:30 p.m. The Mayor introduced for consideration an Ordinance having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING RATE SCHEDULES TO BE CHARGED BY LOWER COLORADO RIVER AUTHORITY IN THE CITY OF SAN MARCOS, TEXAS, PROVIDING FOR AN EFFECTIVE DATE FOR SUCH RATE SCHEDULES, AND PROVIDING CONDITIONS UNDER WHICH SUCH RATE SCHEDULES MAY BE CHANGED, MODIFIED, AMENDED OR WITHDRAWN. Mr. Cavazos moved the Ordinance be adopted on third and final reading." Mr. Tenorio seconded the motion, which passed unanimOUSly. I The Mayor introduced for consideration an Ordinance having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE PRICE AND CONDITIONS OF THE SALE BY THE CITY OF SAN MARCOS, TEXAS, OF 25,450 SQUARE FEET OF LAND AREA OUT OF THE J.M. VERAMENDI SURVEy NO. ONE (FURTHER DESCRIBED BY METES AND BOUNDS IN THE ATTACHED EXHIBIT AI. ALSO KNOWN AS URBAN RENEWAL PARCEL 12.,.2 LOCATED WITHIN THE TEX. A-6 NEJEGHBORHOOD DEVELOPMENT PROGRAM AREA, TO TED COHEN; AUTHORIZING THE $yOR TO EXECUTE A WARRANTY DEED TO TED COHEN; AND DECLARING AN EFFECTIVE DATE, Mr. Breihan moved the Ordinance be approved on second reading. Mr. Cavazos seconded the motion, which passed unanimously. I The Mayor opened a public hearing to consider proposed revision of the subdivision ordinance. Mr. Joe Garza, Planning & Zoning Administrator and Acting Director of Public Works, summarized the revisions in the proposed ordinance. City Attorney, Barbara Edwards, reported to the Council that the proposal should be amended to make the definition of preliminary approval of subdivision plat conform to statutory requirements; that the section on replatting of property needed to be amended to provide for the joinder of all property owners in a subdivision before a part of it could be replatted under specific circumstances; that a townhouse zoning district was contained in the ordinance but not included in the zoning ordinance; that the plat review" committee had been abolished and a development review committee defined but given no specific duties; and finally, that certain terminology had been changed in the new definitions But not later in the body of the ordinance. ~- ~..
