I I I 94 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOVEMBER 5, 1979 PRESENT: John A. Hansen Mayor Council Members Ted Breihan Bob Hyatt Berry R. Cavazos Also Present: Karl Brown, Arnold Leder, Gilbert Fulmer, James Ford, Doris Connelley, Erica Martin, Jerri Martin, Joel Barnard, Kenneth Long, Lannie Griffith, Larry Carlson, Andrew Gary, Austin Curlee, T. S. Lighthouse, George Vandervort, Donna Phillips, Vince Scanio, Kelly McLeod, Jake Krauskopf, Chris Bishop, John Carson, Paul Irwin, Mr. & Mrs. Frank Arredondo, Jeff Watkins, and others. The Mayor called the meeting to order at 7:30 p.m. Mayor Hansen issued proclamations in observance of Heart Association Week, Texas Hill Country BOy's Choir Week, and VFW Poppy Day. The Mayor introduced for consideration minutes of the regular meeting held October 22, 1979. Mr. James moved that the minutes be corrected on page one to reflect a unanimous vote approving the scheduling of the first regular meeting for the month of November on November 5, 1979 and that the minutes be approved as corrected. Mr. Tenorio seconded the motion which passed unanimously. Mr. Hyatt moved to appoint Mr. Vince Scanio to the Library Board. Mr. James seconded the motion which passed unanimously. Mr. Breihan moved to reappoint Mr. W. C. Carson to the Zoning Board of Adjustment & Appeals, to appoint Mr. Milton Vaverek as a regular member of the Zoning Board of Adjustment & Appeals and Mr. Bill Howle as an alternate member of the Zoning Board of Adjustment & Appeals. Mr. James seconded the motion which passed unanimously. The Mayor read the caption of a Resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING FREE PARKING IN METERED PARKING STALLS IN THE CENTRAL BUSINESS DISTRICT FROM THURSDAY, DECEMBER 20, 1979 THROUGH SATURDAY, JANUARY 12, 1980; AND DECLARING AN EFFECTIVE DATE. Mr. Tenorio moved the Resolution be adopted. Mr. Breihan seconded the motion which passed unanimously. The Mayor opened a public hearing to consider a request for a change in the zoning of Lots 3 & 4 of Block 3 of the MacNaughton Addition from R-l to D. Mr. Paul Irwin representing the applicant came before the Council to inform them that he proposed to construct two 4-plexes on the property. Mr. Irwin told the Council that'he considered the property suitable for the proposed development due to its proximity to the Southwest Texas State University campus. Gilbert Fulmer, representing the Holland Street Area Neighborhood Association, came before the Council to object to the proposed rezoning
