Lighthouse, George Vandervort, Donna Phillips, Vince <br />Scanio, Kelly McLeod, Jake Krauskopf, Chris Bishop, John Carson, <br />Paul Irwin, Mr. & Mrs. Frank Arredondo, Jeff Watkins, and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mayor Hansen issued proclamations in observance of Heart Association <br />Week, Texas Hill Country BOy's Choir Week, and VFW Poppy Day. <br /> <br />The Mayor introduced for consideration minutes of the regular meeting <br />held October 22, 1979. Mr. James moved that the minutes be corrected <br />on page one to reflect a unanimous vote approving the scheduling of <br />the first regular meeting for the month of November on November 5, 1979 <br />and that the minutes be approved as corrected. Mr. Tenorio seconded <br />the motion which passed unanimously. <br /> <br />Mr. Hyatt moved to appoint Mr. Vince Scanio to the Library Board. Mr. <br />James seconded the motion which passed unanimously. Mr. Breihan moved <br />to reappoint Mr. W. C. Carson to the Zoning Board of Adjustment & <br />Appeals, to appoint Mr. Milton Vaverek as a regular member of the Zoning <br />Board of Adjustment & Appeals and Mr. Bill Howle as an alternate member <br />of the Zoning Board of Adjustment & Appeals. Mr. James seconded the <br />motion which passed unanimously. <br /> <br />The Mayor read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SAN MARCOS, TEXAS, AUTHORIZING FREE PARKING <br />IN METERED PARKING STALLS IN THE CENTRAL BUSINESS <br />DISTRICT FROM THURSDAY, DECEMBER 20, 1979 THROUGH <br />SATURDAY, JANUARY 12, 1980; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Tenorio moved the Resolution be adopted. Mr. Breihan seconded <br />the motion which passed unanimously. <br /> <br />The Mayor opened a public hearing to consider a request for a <br />change in the zoning of Lots 3 & 4 of Block 3 of the MacNaughton <br />Addition from R-l to D. Mr. Paul Irwin representing the applicant <br />came before the Council to inform them that he proposed to construct <br />two 4-plexes on the property. Mr. Irwin told the Council that'he <br />considered the property suitable for the proposed development due <br />to its proximity to the Southwest Texas State University campus. <br />Gilbert Fulmer, representing the Holland Street Area Neighborhood <br />Association, came before the Council to object to the proposed rezoning <br />
