Gonzalez <br />BaIbara Jean Edwards <br />Doriss Hambrick <br />FayKotcMski <br />Earl Williams <br /> <br />Also Present: John Dennison, Dusty Rhodes, Kenneth Long, Jack B:ryum, <br />Gordon 'Ihanpson, Don Laine, Jerri Martin, Jeff Watkins, Larry Carlson, <br />Terry Foberts, Wayne M:lore, Evelyn Honea, John Stokes, John Stokes, Jr., <br />and others. <br /> <br />The Mayor called the rreeting to order at 7:30 p.m. <br /> <br />The Mayor introduced an ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARalS, <br />TEXAS, 1\MENDING SECTION 30-27, ENTITLED "RATES" OF DIVISION <br />2 ,ENTITLED "WATER SERVICE" OF CHAPTER 30, ENTITLED <br />''WATER AND SEWERS AND SE.WM:;E DISPOSJ\L" OF THE roDE OF ORDINANCES <br />OF SAID CITY BY INCREASING THE RATES CHARGED FOR THE FIRST <br />2,000 GALlONS OF WATER USAGE OR LESS, SEl'TING ONE RATE <br />PER TOOUSAND GALlONS FOR THE NElcr' 8,000 GALLONS AND NUl'HER <br />RATE PER TOOUSAND GALIONS FOR ALL ADDITIONAL GALIONS, <br />ProVIDING THAT MULTIPLE mELLING UNITS SERVED UNDER ONE WATER <br />Mm'ER SHALL BE BILLED ON THE BJlSIS OF THE AVERAGE WATER <br />USAGE PER DWELLING AND ProVIDING FOR 'lW) SCHEDULES OF RATES, <br />ONE FOR URBAN CUS'IOMERS (OW-l) AND ONE FOR RURAL CUS'IOMERS <br />(1*-1); BY 1\MENDING SECTION 30-35, ENTITLED "RATES" OF <br />DIVISION 3, ENrITLED "SWER SERVICE" OF CHJ\PTER 30, ENrITLED <br />''WATER AND SEWERS AND SE.WM:;E DISPOSJ\L" OF THE OODE OF ORDINANCES <br />OF SAID CITY BY INCREASING THE RATES CHARGES FOR THE FIRST <br />2,000 GALlONS OF WATER USAGE OR LESS, SETTING ONE RATE FOR <br />THE NEXT 6,000 GALLONS OF WATER USAGE AND ProvIDING THAT <br />THERE BE NO ADDITIONAL CHAR:;E FOR SmER SERVICES FOR WATER <br />USAGE IN EXCESS OF 8,000 GALIONS, ProvrDING THAT MULTIPLE <br />DWELLING UNITS SERVED UNDER ONE WATER METER SHALL BE BILLED <br />ON THE BJlSIS OF THE AVERAGE WATER USAGE PER mELLING AND ProvIDING <br />FOR 'lW) SCHEDULES OF RATES, ONE FOR RESIDENTIAL CUS'lUolERS <br />(SR-1) AND ONE FOR CXH1ERCIAL AND INlXJSTRIAL CUSTOMERS (SC-l); <br />AND DECLIIRING AN EFFECI'IVE DATE. <br /> <br />Mr. Cavazos moved the ordinance be aj:pIDved on second reading. There was <br />no seoond to the motion. Mr. Jarres moved to arrend the ordinance to substitute <br />rate schedules presented by City Staff in a report made to the Council at <br />a "",Ii<: session held prior to the special meeting and to approve the ordinance <br />on second reading. Those proposed rate schedules are attached and made a part <br />of these minutes and labeled exhibits "A". Mr. Cavazos seconded the motion. <br />Council discussed the arrendJrents which "",uld eliminate the decaying water <br />rates, bill rnulti-fa:ni.ly dwellings on a per dwelling basis at a 90% occupancy <br />and giving a discount of 50% until July 1, and would bill Southwest Texas State <br />University sewer service at the full rate less a 31% discount for two years fran <br />the effective date of the ordinance or until new rate schedules were adopted, <br />whichever actioo carre first. Mayor Hansen moved to amend sewer rate schedules <br />SC-l in the paragraph on rate to add the following wording which is indicated <br />by quotation marks. The monthly bill for Southwest Texas State University <br />"and all other self water supplying wastewater customers" shall be computed <br />by applying the comnercial and industrial sewage rate (SC-ll to the total number <br />of gallons of water usage for the month and by discounting that resulting amount <br />by 31%. Mr. James seconded the motion to amend. Council discussed the equitability <br />of giving multi-family dwellings and Southwest Texas State University discounts <br />as included in the rate schedules. Mr. Tenorio said "if in essence this rate <br />is going to create econanic and financial disaster to either the University or <br />apartment owners, then that burden of proof should be laid with those entities <br />and that should be proven at the next meeting". Mr. Tenorio moved to anend the <br />rate schedules to apply a 100% billing factor for all users of City water and <br />sewer services, but leaving in the .9 apartment billing factor.
