Moore; Jim Broussard; Jerri Martin; <br />Melissa Millecam; Derek Aldridge; Terry Roberts; Earl Williams; <br />Sam Huey; Larry Keesler; Pedro Grimaldo <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />I <br /> <br />Mayor Etheredge opened a Public Hearing to consider the 1973-1974 <br />City Budget with a brief summary of the budget. Councilmen discussed a <br />request from the Health Department for one-half salary and travelling expenses <br />for a nurse and sanitarian, the other half to be provided by the County. <br />Councilmen discussed the feasibility of paying half the salary and expenses <br />for both employees as opposed to the entire salary and expenses for one employee. <br />Councilmen were advised by the City Manager that this additional budget item <br />would best be funded by a transfer of monies from the street improvement <br />capital outlay budget. Pedro Grimaldo, director of Souths ide Comm~nity Center, <br />came before the Council to request $5,000 in funds to assist in the financing <br />of a pre-school program for children at Souths ide Community Center. There <br />were no further requests and no objections to budget items. The Public <br />Hearing was closed at 8:25 p.m. <br /> <br />Councilman King requested more details from the Souths ide Community Center <br />staff before taking Council action on the pre-school program. <br /> <br />The City Manager stated that the budget would be placed on the September 10 <br />meeting agenda for adoption. <br /> <br />Dr. Tauch moved to participateC~n the city!county health department program <br />by providing the funds;necessary for salary and expenses for a nurse and <br />sanitarian on an equal basis with the county; and to authorize the transfer <br />of funds from the street improvement cap!tal outlay budget. Mr. Dibrell <br />seconded the motion. Mr. Flores requested the motion be amended to state <br />that the City would provide the salary and expenses for a registered nurse <br />instead of sharing both salaries with the County. The amendment was <br />unanimously approved. On roll call, the motion was unanimously approved. <br /> <br />The Mayor read the caption of an ordinance as follows: <br /> <br />I <br /> <br />AN ORllINANCE AMENDING THAT ORDINANCE WHICH GRANTS THE AUTHORITY, <br />RIGHT AND PRIVILEGE TO OPERATE AND MAINTAIN A CITY-,UDE TELEVISION <br />SIGNAL DISTRIBUTION SERVICE FOR THE DISTRIBUTION OF AUDIO, VIDEO <br />AND RADIO SIGNALS; AND WHICH PROVIDES THE TERMS AND PROVISIONS <br />UNDER WHICH SAID SYSTEM SHALL BE OPERATED AND MAINTAINED; BY DELETING <br />THE SECOND SENTENCE OF SECTION 16 THEREOF, RELATING TO THE DURATION <br />OF THE GRANT, AND SUBSTITUTING AN ENTIRELY NEW SENTENCE THEREFOR. <br /> <br />Mr. Cunningham moved the Ordinance be approved on second reading. Mr. Flores <br />seconded the motion, which passed unanimously. <br />
