<br />The Mayor call.d the meeting to order at 7:30 p.m.
<br />
<br />Councilman King gave the Invocation.

<br />The Minutes of October 24 were approved, w~th Councilmen Etheredge
<br />and King abstaining because of absence at that meeting.
<br />
<br />The Mayo~opened a publ ic hearing to consider a request for a change
<br />of zoning from "R-l" to "M" on Lot 4 and part of Lot '3, Brock 1,
<br />West End Addition, located at the corner of Hopkins and Bishop,
<br />Mayor Flores asked if there were anyone present who wished to speak
<br />in favor of the change. No one came forward. The Mayor then asked
<br />for opposing comments. Among those who spoke against the change
<br />of zoning were Mrs. Albert Armstead, C,A, Throckmorton, Miss Donna
<br />Throckmorton, Robe~t Rice, James Polhemus, Mrs.H.N. Klunkert, and
<br />the Reverend Cor lis L. Dees, II. I t was brought out dur i ng the
<br />discussion that the Planning and Zoning Commission had recommended
<br />that the request be denied.

<br />The Mayor closed the publ ic hearing and read the fol lowing caption
<br />of an ordinance:

<br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH
<br />RESTj?ICTS AND REGULATES THE LOCATION AND USE OF BUILDINGS,
<br />STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY
<br />CHANGING THE ZONING OF LOT 4 AND PART OF LOT 3, BLOCK 1
<br />IN THE WEST END ADDITION, LOCATED AT THE CORNER OF HOPKINS
<br />AND BISHOP STREETS, FROM "R-l" (SINGLE FAMILY RESID~NTrAL)
<br />TO,"M" (MIXED). .
<br />
<br />Councilman King moved that the request be denied~ for the reasons
<br />expressed by the neighborhood property-owners and residents; and
<br />beca'use it would constitute "spot zoning". Councilman Etheredge
<br />seconded the motion, which passed unanimously,
