1 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ,OCTOBER 8, 1973 Present: Mayor Eddy A. Etheredge Councilmen William L. Cunningham Guillermo DeLa Rosa Bill Dibrell Luciano H. Evans; Mrs. Edwin Lyon; Elmer Satterwhite Mayor Etheredge called the meeting to order at 7:30 p.m. The Minutes of the meeting held September 24 were approved on motion of Councilman DeLa Rosa and second of Councilman Cunningham. The Mayor reported that an Executive Session had been held following the regular meeting on September 24 to discuss a personnel matter in the police department, and that no action had been taken. I The Mayor opened a Public Hearing to consider a request for a change in zoning of part of Lots 3 and 4, Block 1 of the West End Addition, located on the corner of Hopkins and Bishop Streets, from "R-l" to "P-2". The Reve>>end Miguel Barrios was present to represent Segunda Iglesia Bautista, applicant. No objections were made to the requested change. The Mayor closed the hearing and read the caption of an ordinance as follows: AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED M~Y 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF PART OF LOTS 3 AND 4, BLOCK 1 OF THE WEST END ADDITION, LOCATED ON THE CORNER OF HOPKINS AND BISHOP STREETS, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "P-2" (PUBLIC USE). Mr. Dibrell moved approval of the Ordinance on first reading. Mr. Cunningham seconded the motion. Councilmen discussed the proposed widening of Bishop Street. Mr. Dibrell moved to amend his motion to require dedication of a ten foot easement along the Bishop Street side of the property, with consent of the seconder. The motion to amend passed unanimously. The motion to approve the ordinance on first reading passed unanimously. I The Mayor opened a Public Hearing to consider a request for a change in zoning of Lots 112 and 113 in the Park Third Addition, located at 828 Chestnut Street, from "R-l" to "C". Bob Elder, applicant, was present to request the change. Pat H. Norwood, representing more than 20% of the adjacent property owners, came before the Council with a petition in objection to the requested change. Said petition may be found in the official records of the City. The Mayor closed the Public Hearing and read the caption of an ordinance as follows: AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF LOTS 112 AND 113 OF THE PARK THIRD ADDITION, LOCATED AT 828 CHESTNUT STREET, FROM "R-l" (SINGLE FAMILY RESIDENTI~L) TO "C" (COMMERCIAL).
